Emergency Medical Care Inc. (EMC) is a wholly-owned subsidiary of Medavie Health Services that manages and operates ground ambulance, air medical transport and medical communications operations in Nova Scotia through a performance-based contract with the provincial government\'s Emergency Health Services (EHS) division and the Department of Health and Wellness. EMC also operates TeleHealth 811 Mental Health and Addictions for Nova Scotia and Prince Edward Island for the Department of Health.

EMC delivers a high-quality pre-hospital care program and Telehealth service to Nova Scotians every day. We achieve this through more than 1,400 employees, including highly-trained paramedics, nurses, medical communication officers, and support staff.

What you\'ll do

Reporting to the Executive Director of Medical Communications, Patient Flow and System Performance, this senior management position will be responsible for the operational leadership of EHS Medical Communications (staffing, training, deployment, dispatch, EHS system coordination, and MCC infrastructure and systems) and Patient Flow (a well-integrated and coordinated EHS patient and client transfer service). As the hub of the EHS system, effective leadership and oversight of the EHS Medical Communications Centre and Patient Flow is critical for EMC to achieve its strategic goals of serving patients and being excellent health system partners.

The position entails but is not limited to the following:

Leadership and Collaboration

  • Guide two managers, a team of supervisors and the MCC quality and education team in effective leadership, collaboration with other organizations and divisions and engagement and support of the Medical Communications and Patient Flow staff team.
  • Develop and ensure well planned execution of Business Plans for MCC and Patient Flow that are in line with EMC\'s strategic plan. Leads and plans projects and changes effectively for resources, timing and change management requirements.
  • Mitigate and improve staffing levels and training, recruitment, retention, staff engagement and labour relations. Provide leadership and support in effective union relations.
  • Ensure policies, processes, safe work procedures and standard operating guidelines are in place that are clear, in line with other relevant policies and procedures, and are effectively disseminated among staff.
  • Develop, lead and continue to make improvements to the EHS system, including the MCC clinical team and alternative referral pathways.
  • Medical Communications and EHS Deployment
  • Ensure evidence-based processes are in place for regular review, refinement and approval of EHS deployment plans to meet or exceed required outcomes, including response time and clinical performance standards.
  • Lead processes to monitor data and reporting and to implement improvements as required based on quality findings, research evidence and data and to ensure industry, accreditation and contract standards are met or exceeded.
  • Oversee the physical resources in the EHS Medical Communications Centre and Backup Site, working with System Support and Information Technology, to ensure 100% operational readiness.
  • Patient Flow
  • Oversee well coordinated and collaborative patient flow via EHS within and to and from the health system, working in close collaboration with leaders from Operations and EHS LifeFlight and partners at EHS, Nova Scotia Health (NSH) and other key stakeholders.
What you\'ll need
Education & Experience:
  • Post-secondary education, preferably in the Health Sciences field, or an equivalent combination of education and relevant experience required.
  • Master\'s degree in Health Services Administration, Health Sciences, Business Administration or equivalent education an asset.
  • Five years or greater in a progressively responsible leadership position required. Experience and training in health leadership an asset.
  • Five or more years\' experience working in dispatch/communications, or relevant healthcare are strong assets. Other relevant experience will be considered.
  • Experience leading in a unionized environment and in labour relations an asset.
  • Experience working with complex data systems such as Computer Aided Dispatch an asset.
  • Experience with managing operational budget an asset.
Knowledge & Skills:
  • Excellent leadership skills required including sound business judgment and ability to think strategically in a dynamic environment.
  • Ability to support and engage a team of leaders and front-line staff to perform at their best.
  • Skills to lead change, including working across organizational and divisional boundaries through effective planning and change management approaches.
  • Knowledge of information technology and data systems.
  • Knowledge of finance and human resources.
  • Effective and clear written, oral, and presentation skills.
  • Strong skills required for negotiation and dispute resolution.
