Emergency Medical Care Inc. (EMC) is a wholly-owned subsidiary of Medavie Health Services that manages and operates ground ambulance, air medical transport and medical communications operations in Nova Scotia through a performance-based contract with the provincial government\'s Emergency Health Services (EHS) division and the Department of Health and Wellness. EMC also operates TeleHealth 811 Mental Health and Addictions for Nova Scotia and Prince Edward Island for the Department of Health.

What you\'ll do

Responsibilities

Reporting to the Executive Director of System Support & Safety, the Senior Manager is responsible to lead staff, systems, and special programs to meet the performance requirements of service delivery for the provincial EHS system. Major components of this position include establishing overall service direction in the four areas of System Support: Logistics/Facilities/Materials Management, Fleet Services, Occupational Health & Safety (OH&S)/Business Continuity, and Information Technology; and assessing and improving overall provincial system performance, both tactical and strategic planning, to meet company goals and objectives.

Key aspects of this position include ensuring optimum system support service delivery with a focus on improving and sustaining consistent best practices in respect to departmental policy development, integration and collaboration with other EMC Divisions and Departments, general oversight of system responsibilities falling within the four areas of System Support. Key to the success of this role are the ongoing business relationships with external partners and other healthcare system stakeholders and vendors as it relates to contract management, service delivery and maintaining a high level of customer satisfaction. In conjunction with the Executive Director of System Support & Safety this position leads all departmental budgeting including budget maintenance, forecasting, monitoring of fiscal responsibilities, and compliance.

As a key member of the Senior Management Team (SMT) this position will maintain, develop, and grow the departments business and operational functions including linking strategic growth objectives to day-to-day operations.

The position entails but is not limited to the following:

  • Provides leadership, direction support and advice to the Manager of Logistics, Facilities & Materials Management, Manager of Fleet Services, Manager of Information Technology, and the Manager of OH&S & Business Continuity in their respective areas.
  • Ongoing performance management and staff development with management team and staff.
  • Establish service direction on all areas in System Support & Safety.
  • Leads all departmental operating budgets including, but not limited to, annual budget preparation, monitoring and budget variance management.
  • Oversees, monitors, and evaluates the decisions and actions which have a direct impact on the organization procedures, cost control measures and increased efficiencies.
  • Collates reports provided by management team and monitors monthly, quarterly and annual reporting dashboards and metrics supporting all areas of System Support & Safety.
  • Drives employee attraction, retention, and engagement strategies for System Support & Safety consistent with our commitment to employee engagement.
  • Oversees the development and implementation of System Support & Safety strategic business plans.
  • In consultation with the Executive Director of System Support & Safety establishes Divisional organizational structure and determines short- and long-term resource requirements necessary to achieve objectives.
  • Coordinates and manages the System Support & Safety on-call duty manager schedule and provides "acting" coverage and support for the Executive Director of System Support & Safety.
  • Provides overall leadership and direction to the Manager of Logistics, Facilities & Materials Management, on the management of medical supplies, medications, company inventory asset, lease and lease renewal, facility maintenance and repair, facility strategic planning, facility efficiency program plan, along with the annual department strategic business planning.
  • Provides overall leadership and direction to the Fleet Manager in the management of Fleet Services, including, but not limited to the leadership of direct reports, fleet readiness inventory management, and quality assurance and liaising with the EHS system vehicle manufacturer.
  • Provides overall leadership and direction to the Manager of OH&S & Business Continuity in the overall management of implementation strategies for EMC Safety Programs, Business Continuity, System Support special projects and the Provincial Scheduling Department to ensure meeting the results and include appropriate cost-effective controls and regular monitoring and follow-up on measurements company-wide.
What you\'ll need

Qualifications

Education & Experience:
  • At least five to ten years\' experience in Business Leadership field or equivalent Health Administration Leadership field.
  • Minimum five years in a progressively responsible leadership position as it relates to process improvement, strategic planning, data gathering, outcome evaluation, project management and leadership.
  • Post-secondary education from an accredited college or university with a degree in business or health administration, or equivalent experience.
  • Possesses a valid Nova Scotia Motor Vehicle Class 4 driver\'s license in good standing.
  • Experience or certification with the Business Continuity an asset.
  • Experience and understanding of the ambulance industry and various business functions such as EMS operations, fleet management, facility management, human resources, finance, materials management, and CQI an asset.
  • A thorough knowledge of Canadian health and emergency management models, federal and provincial legislation, federal EP programs/departments, and public safety programs.
  • Experience with strategic and business planning processes an asset.
  • Experience in championing excellence in customer/patient service an asset.
  • Prior experience in budgeting and budget management is a requirement.
Knowledge & Skills:
  • Solid leadership abilities with a strong focus on team building and staff engagement.
  • Experience in championing quality initiatives across multiple and diverse organizations.
  • Experience in Emergency Communications in a tactical environment.
  • Excellent verbal, written and presentation skills; solid consultative skills.
  • Demonstrated self-starter, decision maker and problem solver.
  • Strong computer skills with knowledge of MS Office applications with a demonstrated ability to generate and create reports and dashboards for department performance monitoring.
  • A high quality of customer service.
  • Able to multitask and manage multiple projects and initiatives.
  • Displays an overall aptitude for negotiation and dispute resolution skills.
  • Exercises a significant degree of discretion and independent judgment as the position has the autonomy to make decisions based on the organization\'s goals and philosophies.

  • Knowledge and/or expertise in information technology, finance, and human resources an asset.
