Reporting to the Leader, Strategic Relationships in City & Regional Planning, The Senior Indigenous Policy Strategist helps advance Planning and Development Services (PDS) responsibilities and commitments to Truth and Reconciliation, in support of the White Goose Flying Report, and the Indigenous Policy. The position designs, leads & implements the overall strategy and subsequent actions associated with the Indigenous program in the department. The position also addresses Indigenous program-related emerging tasks by proactively identifying key internal and external interested parties, devising appropriate strategies for response and implementation, while ensuring ongoing implementation is transitioned to the appropriate business/process group or service line. Primary duties include:Chair, contribute to, and provide subject expertise to the PDS Iinisskimm Network and its Executive Sponsor. Facilitate and coordinate communication and engagement between the Network and internal/external interested parties. Act as PDS's point of contact, advisor, and subject matter expert for individual projects that require Indigenous traditional knowledge, engagement or consultation. Develop and execute strategies to enhance PDS staff knowledge of Indigenous ways of knowing, engaging, building relationships, and ways of working towards equitable or reciprocal outcomes. Support PDS staff to follow culturally appropriate ways of engaging and cocreating with Indigenous community members. Build mutually beneficial and trusting relationships with Indigenous communities and Traditional Knowledge Keepers as well as private sector, public sector, other levels of government and City business units. Act as a point of contact and relationship liaison for Indigenous matters for the PDS department and staff. Provide professional mentorship and subject matter expertise of Indigenous cultures, history, engagement practices, building relationships and ways of working to Indigenous Policy Strategist and/or Indigenous Summer Student(s). Provide subject matter guidance and advice to leadership.


Qualifications

A master's degree in Indigenous Studies or related field and at least 5 years of relevant experience. Experience and/or knowledge in any areas of the Planning and Development Services' work is an asset such as community, regional or transportation planning policy and processes, land development and approvals, climate change adaptation and mitigation, municipal infrastructure, environmental management, or sustainability and resilience. Experience in building and maintaining relationships and collaboration with Indigenous communities, both rural and urban, and Traditional Knowledge Keepers. Knowledge of Indigenous history, culture, ceremony and languages relevant to Treaty 7 Nations and region. Experience or knowledge of community and/or social or economic development, or archaeological and historical assessment protocols is an asset. The successful candidate must demonstrate tact and diplomacy, political acumen, relationship management skills, and excellent communication skills. Preference will be given to applicants with verifiable membership of an Indigenous nation, with demonstrable lived experience.

Working Conditions:

Mainly an office environment with external meetings and public engagement sessions.

This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees.
