General Accountability
Reporting to the Manager, Operating Budgets, the Senior Financial Analyst is a key financial advisor to the assigned Business Partner, providing strategic advice, expert financial analytics, planning, and management and control services.
The incumbent must exercise superior analytical and problem solving abilities in order to assess, analyze and effectively interpret large quantities of data and information from a variety of sources to support decision-making, budgeting, scenario modelling, accurate reporting, financial controls and corporate policies. This position consistently works with complex financial data to assess, analyze and project a variety of financial scenarios.
Key Job Functions
Supporting the Business Partner\xe2\x80\x99s senior management with translating their business strategies into accompanying financial strategies, multi-year business & financial plans, prioritization, performance measures and targets.
Developing the Business Partner\xe2\x80\x99s annual Operating Budget, calendarization of forecasted expenditures, monthly expenditure reporting and forecasting.
Working with Finance and the Business Partner(s) to formulate and advance Operating budget needs to execute their business plans, identifying integration points / interdependencies with related Business Partners\xe2\x80\x99 operations, plans and budgets, and identify, analyzing and accounting for anticipated impacts of key issues on all affected Operating and Capital Budgets.
Collaboratively identifying, evaluating and costing alternative solutions that may similarly achieve the Business Partner\xe2\x80\x99s overall goals, objectives and/or service level targets
Working with Finance and the Business Partner(s) to develop financial analysis for comprehensive business cases that assess the financial feasibility of various Business Partner-led initiatives, including financial modelling, multi-year financial projection and results, data visualization, and summary reports and presentations to support decision-making.
Preparing financial reporting in the assigned corporate format for the Business Partner\xe2\x80\x99s senior management and Finance, providing insights on their financial results, organizational health and performance, and identifying risks and opportunities for management of their Operating budgets
Monitoring in-year Operating expenditures, evaluating variances and trends compared to approved budgets, forecasts and performance measures, analyzing root causes and recommending mitigating strategies to departmental management in a timely manner
Developing financial summaries for TTC Board Reports, including identifying current and future financial impacts associated with report recommendations, reviewing Financial Summaries with Finance and Business Partner\xe2\x80\x99s senior management, and obtaining all necessary approvals.
Analyzing and planning workforce needs, working with Business Partners to manage complement, conducting financial analysis & modelling to validate resource plans, and analyzing and reporting on overtime and vacancies
Reviewing and approving Operating expenditures against contracts and approved funding, and confirming available funding prior to contract awards
Reviewing period expenditures to identify costs related to planned Capital activities and complete financial transfers of appropriate costs to the correct projects.
Performing departmental year-end activities to support corporate year-end, including ensuring the completeness and validity of accruals
Developing a deep understanding of the Business Partner\xe2\x80\x99s business, services, processes, systems, and financial statements and assist the Business Partner to improve processes and efficiency if possible

Education and Experience
Post-secondary degree in Business Administration, Accounting, Finance, Economics or a related discipline, or a combination of education, training and experience deemed to be equivalent
Extensive experience providing financial planning, management and analysis support services to clients of significant size, scale, complexity and/or diversity of business operations
Extensive experience in the preparation of financial plans, budgetary reporting and financial analysis for a managerial audience
Extensive knowledge of and working experience with cost control principles, methods, practices, performance measures, and financial research methods and techniques
Extensive experience in the review and financial administration of high volumes of and/or complex contractual agreements, and supporting oversight of the performance of contractual obligations
A recognized accounting designation (Chartered Professional Accountants (CPA), Chartered Accountants (CA), Certified General Accountants (CGA), or Certified Management Accountants (CMA)), Masters of Business Administration (MBA) or equivalent designation is preferred
Knowledge of and experience with Public Sector Accounting Standards is preferred
Demonstrated work experience with SAP is preferred
Additional Requirements
Expert knowledge in MS Word, PowerPoint and Microsoft Excel (including Macros, Pivot Tables, Lookup Functions and Data Analysis Functions) and other computerized applications related to financial planning, budgeting, accounting, costing and cost control
Excellent strategic, lateral thinking, planning, analytical, and problem solving skills with the capacity to effectively plan, develop, implement and evaluate complex administrative and operating systems
Proven excellent written and verbal communication skills, including writing reports and delivering presentations with complex technical information to senior leadership teams
Ability to manage competing priorities and demands in a rapidly changing environment
