About Our Opportunity

As the Senior Evaluation Consultant, you will be responsible for providing management and leadership in evaluation, performance measurement, monitoring, research, and data analysis to support evidence informed decisions regarding the programs, policies, and strategies of the Skills and Learning Branch.

Including the mentorship and oversight of other Evaluation and Planning and Excellence Consultants on various evaluation projects, the Senior Evaluation Consultant will work in collaboration with other Skills and Learning staff, managers, and stakeholders. In addition, you will be responsible to lead evaluation projects and activities within the Skills and Learning Branch.

This position will report to the Manager of Planning and Excellence.

Primary Accountabilities

This position will require you to:

  • Work in collaboration with other evaluators, team members and Branch staff on various Branch evaluation initiatives and projects.
  • Lead and supervise multidisciplinary project teams, evaluation projects and activities.
  • Design and implement evaluation frameworks, logic models, research and leverage various evaluation methodologies to analyze policies, programs, and initiatives.
  • Conduct quantitative and qualitative data collection and analysis.
  • Liaise with senior leadership on evaluation initiatives and projects.
  • Lead and provide support for departmental program planning through evaluation and research activities.
  • Collaborate with program areas and subject matter experts to define program performance.
  • Provide evaluation guidance and advice to ensure programming is achieving program objectives while operating efficiently.
  • Develop measures and outcomes to ensure alignment across the Skills and Learning Branch.
  • Facilitate various meetings working groups related to project and planning activities.
  • Use project management principles in the implementation and oversight of internal program evaluations and new program design or revisions/reviews, when applicable.
  • Prepare written correspondence including, but not limited to, summaries of findings, business cases, recommendations, risk analysis, project reports, evaluation results, frameworks, briefing notes, project charters and updates.
Qualifications and Experience

This may be the right opportunity for you if you have a bachelor\'s degree plus 6 years\' experience or an acceptable equivalent combination of training, with progressive experience in planning, designing, and conducting program evaluations / research projects.

As the ideal candidate you have extensive experience in monitoring and evaluation, including the development of logic models, evaluation frameworks, data collection tool development, analysis, and reporting. Experience in project management including the use and adherence to established project management principles and experience in leading project teams.

You possess exceptional communication (written and verbal) skills and have experience providing advice, developing, and presenting recommendations to stakeholders including senior leadership, and in the preparation of evaluation reports. Experience in evaluation and research techniques with respect to information collection, qualitative analysis and interpretation is essential.

You also have strong time management skills with an ability to manage competing priorities and concurrent projects. Proficiency with Microsoft Office suite is required.

While not required, it is considered an asset if you have:
  • Experience with qualitative and quantitative software programs such as NVivo, SPSS, MAXQDA
  • You possess a Credentialed Evaluator (CE) designation
  • You have working knowledge of Nova Scotia\'s economy

Working Conditions
  • Normal work week is 35 hours/week, 7 hours/day

Salary Range: $3,001.65 - $3,525.41 Bi-Weekly
