Join our award-winning Toronto Public Service as a Senior Engineer in the Bridges and Expressways Unit within the Engineering & Construction Services Division.What are your key accountabilities?In this role you will review and provide comments on construction proposals in support of the Metrolinx Subway Program, Metrolinx GO Expansion Program, Metrolinx Light Rail Transit Program, SmartTrack Stations, Third-Party and Agencies Development and Construction Activities, in the vicinity of City bridges and Right-of-Way. You will provide technical expertise to ensure the effective interpretation and application of City standards, specification, and policies from application until completion of construction. This includes managing service delivery to achieve organizational performance and quality standards and expectations, ensuring that engineering designs that modify, replace, or impact existing or new City bridge infrastructure conform to division, cluster, and corporate standards and regulatory requirements. You will also provide support to Permit Applications, Infrastructures construction cost estimates and Agreements review processes.Reporting to the Manager, Bridges, Structures and Expressways - Review. These talents will be evident as you provide input at meetings, and communicate confidently and effectively with the public, contractors, colleagues, developers, consultants, Councillors, other divisions and government agencies, and other internal and external clients and stakeholders about projects, programs and developments.Technical Knowledge, Analysis & ConsultationYou will apply the Railway, Roadway and Bridge standards, legislations, rules, procedures and practice for all Metrolinx Subway Program project submissions and Developer or Agencies submissions. This will include permit applications ensuring submissions and designs comply with City standards. You will review, identify/ evaluate impacts, and provide technical advice, review, and expertise for the resolution of infrastructure related issues and to comment on preliminary designs for procurement matters.Full project management accountabilitiesExhibiting an understanding of modern principles and practices of management and management controls, you'll manage a variety of assigned projects and provide comment on necessary mitigation measures.You will ensure effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and maintenance of related data. This role involves gathering and refining project scope and reviewing the life cycle cost analysis for the construction of Metrolinx Programs, SmartTrack Stations, Third Party and Agencies Development municipal infrastructure.You'll conduct research into your assigned area, ensuring that it takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government. Equipped with this up-to-date knowledge, you'll provide advice, reviews and expertise, and utilize standard engineering principles and practices to assist in the operation, development and maintenance of works infrastructure and related services.You will have an understanding and experience of Design Build procurement models and a key asset will be your knowledge of the roles and responsibilities of contractor, designer, owner, and third parties. Communicating and presenting needs and concerns to internal stakeholders and conveying the unit's positions clearly and concisely.Who is our ideal candidate?You are someone who demonstrates leadership in the planning and delivery of technical expertise related to the technical review, analysis and assessment of capital projects. Your capacity for collaboration, astute critical judgement and insight gives you the ability to resolve conflicts, negotiate and achieve consensus among parties with differing objectives in a complex, multi-stakeholder and politically sensitive environment.You bring highly developed planning, organizational and time management skills enabling you to meet deadlines in a fast-paced environment. Furthermore, your leadership enhances the standard of performance excellence in the division and organization. You make expert technical recommendations that maintain the public interest and further enhances the project deliverables.Your technical industry knowledge and analytical skills enables you to provide strategic consultation to colleagues and stakeholders. You are able to read, interpret and report on engineering plans, drawings, and specifications using your knowledge of engineering principles and practices associated with the design and construction of bridges, tunnels, culverts, retaining walls and transit stations.Your familiarity with Federal and Provincial regulations and requirements related to bridges, roads and transit, and health and safety, including the Occupational Health & Safety Act will be essential to the role. You have thorough knowledge of relevant policies, government legislation and regulations including the AREMA Railway Design Code, CSA S6 Canadian Highway Bridge Design Code (CHBDC), CSA S7 Pedestrian, Cycling, and Multiuse Bridge Design Guideline, MTO Structural Manual, MTO Structure Rehabilitation Manual, and Ontario design standards (i.e., OPSS). Your knowledge of Ministry of Transportation, Metrolinx and City of Toronto design standards, directives and policies would be an asset.As a leader you are focussed on championing a culture of equity, diversity, and respectful workplaces you support excellence in public service and promote the best interests of the City of Toronto. Above all, you ensure that public safety is paramount.Your application should describe the following:Must be registered as a Professional Engineer (P.Eng.), and a member in good standing, with Professional Engineers Ontario (PEO). * Possession of a valid Province of Ontario Driver's License Class "G".
  • Experience in drafting/reviewing/approving Legal Agreements for construction and cost-sharing of new and existing infrastructure. Demonstrated understanding of tort laws, particularly with respect to direct and vicarious liability arising from engineering errors, omissions, or negligence.
  • Considerable experience applying the principles of engineering in the areas of condition assessment, design, construction, maintenance and rehabilitation of railway and roadway bridges and transportation infrastructures.
  • Expert understanding of bridge systems, structural redundancies, failure modes and mitigation strategies.
  • Considerable experience of participating in multi-disciplinary engineering projects, focused on bridge/station structural design while with the ability to comprehend and resolve geotechnical, hydraulic, environmental, roadway, railway, electrical, lighting, maintenance, and aesthetics challenges.
  • Considerable experience providing technical expertise/consultation to a variety of stakeholders (e.g. consultants, contractors, utility companies, internal project leads etc.) in the review of technical documents and engineering drawings for proposed bridge, grade separation and/or station infrastructure.
  • Demonstrating awareness of code developments and research advancements in structural and transit-related fields to maintain technical competency.
  • Familiarity with the commissioning and acceptance processes (including deficiency rectification).
  • Master's degree or PhD in Structural Engineering are an asset.
  • Metrolinx, CN Rail, CP Rail, MTO and TTC experiences are considered an asset.
  • Active contribution in technical associations, committees and conferences are considered an asset.
