The successful candidate will demonstrate strong leadership in client consultation with the ability to manage client relationships, conduct thoughtful consultations and interpret client needs into actionable concepts while managing multiple projects of varying scale and complexity with shifting priorities and deadlines. Must possess an eye for design, an innovative mindset, along with the ability to leverage visual media and storytelling to design, develop and deliver digital learning products through a variety of software.

What can I expect to do in this role?

  • Provide leadership, technical/ multi-media development expertise and end-to-end project management in content related to OPS-wide learning and development and the OPS Integrated Financial Information System (IFIS)
  • Provide advisory, consultative services and specialized input to senior leadership and Ministries on learning transformation strategies
  • Lead and execute digital learning development through multi-media (videos, e-learning and webcasts/webinars) as well as, blended learning models (workshops, in-person learning)
  • Partner with all ministries within the OPS to advance the digital transformation strategy through the assessing of business needs and development of unique and diverse e-learning solutions
  • Lead, coach and facilitate the project deliverables/workload of the enterprise content course developer teams


How do I qualify?

Technical Knowledge:

  • You have knowledge of various e-learning authoring tools (e.g. Adobe Captivate, Articulate, Adobe Premiere, Movavi, Renderforest, photoshop; audio and video editing tools, graphics software, HTML, Sharable Content Object Reference Model (SCORM), Learning Content Management Systems, social collaboration tools
  • You have a strong understanding of the OPS Integrated Financial Information System (IFIS)
  • You have knowledge of standard Microsoft Office 365 suite, social media tools, web reporting tools and analytics and related software


Consultation, Relationship Management and Communication Skills

  • You have expert knowledge of and skills in facilitation, professional consulting and process consultation
  • You have excellent partnership development, relationship management and interpersonal skills to work with a diverse client group and build partnerships at all levels across the OPS
  • You have excellent oral, written and technology-based presentation and communication skills
  • You have political acuity to provide value-added advisory services OPS ministries and senior level stakeholders


Knowledge of Adult Education

  • You have knowledge of adult education principles and practices and emerging theories, trends, methodologies and principles in online learning
  • You can conduct learning and development needs analyses to determine emerging requirements for OPS staff in response to new and changing enterprise-wide policies and programs
  • You can develop learning initiatives aimed at fostering a lasting culture of learning within the OPS context


Project Management, Planning and Analytical Skills

  • You have solid project management skills and can manage/motivate external service providers, stakeholders and clients
  • You can provide leadership, consultative, administrative and logistical support to project teams, and coordinate all project logistics from start to completion
  • You can monitor and evaluate progress and report on results
  • You have expert critical analysis skills to manage program design and development
  • You have strong strategic planning, problem solving and analytical skills to support the development of corporate learning policies and strategies
