Job Description


Executive Council aims to encourage the development of an innovative, diverse and inclusive workforce which enables the organization to realize its goals. Reporting to the Deputy Minister of the assigned department and the Executive Director of Communications and Public Engagement, the Senior Communications Officer provides communications leadership and advice to the department and to government as a member of the Communications and Public Engagement team. The incumbent is responsible to monitor the public environment and keep the Minister and senior staff continuously informed and prepared to speak to issues. Working with the senior management team, the incumbent will develop and implement communications plans that keep the public, partners, and employees informed of departmental initiatives and direction. The incumbent also has a major technical role in writing and producing the department\xe2\x80\x99s communications products. Duties will include: \xc2\xb7 Developing and implementing communications plans; \xc2\xb7 Developing communications products such as messaging, news releases, speaking notes, web and social media content, presentations, briefing notes, etc.; \xc2\xb7 Receiving all departmental media inquiries and coordinating the department\xe2\x80\x99s response; \xc2\xb7 Providing communications advice and assistance to the Minister and senior staff during legislative sessions; \xc2\xb7 Providing communications advice to program specialists and helping them to communicate clearly and effectively; \xc2\xb7 Planning and coordinating media and departmental events; \xc2\xb7 Planning and coordinating internal communications for the department; \xc2\xb7 Keeping other departments informed of departmental initiatives; \xc2\xb7 Participating in corporate communications initiatives; \xc2\xb7 Other related duties as required. Minimum Qualifications: \xc2\xb7 Applicants must have a university degree in Communications, Public Relations, Marketing, Knowledge Management, or a related field; a Master\xe2\x80\x99s degree will be considered an asset. \xc2\xb7 Considerable experience in a similar communications role, within a complex public organization, and with a broad mandate; including an in-depth understanding of the organization\xe2\x80\x99s key stakeholders and partners. \xc2\xb7 Demonstrated equivalencies will be considered. \xc2\xb7 Knowledge of public relations, strategic communications planning, and research techniques and processes. \xc2\xb7 Must have a sound understanding of the policy issues that affect individuals, families and communities, and government decision-making processes. \xc2\xb7 Must have excellent writing, verbal, and presentation skills. \xc2\xb7 Must have advanced analytical skills and the ability to provide strategic advice at a senior level. \xc2\xb7 Several years\xe2\x80\x99 experience in areas of expertise such as media relations, social marketing, etc. \xc2\xb7 Advanced communications planning skills; sound understanding of clear communications and how to foster clear communications within an organization and within the public forum. \xc2\xb7 Must have strong interpersonal, collaborative and organizational skills, and be able to work in a team environment. \xc2\xb7 Applicants must have a good previous work and attendance record. The successful applicant must provide a satisfactory Criminal Records Check prior to beginning employment. Other Qualifications: \xc2\xb7 Additional relevant education and experience will be considered an asset. \xc2\xb7 Bilingualism is considered an asset.
