Position Background

The climate policy window is wide open in B.C. The province has adopted an ambitious climate plan that includes meaningful commitments towards the use of low-carbon building materials, including reducing embodied carbon dioxide in building materials and advancing the procurement of low-carbon cement. The Pembina Institute is working to ensure the province starts to decarbonize industry and the built environment. Advancing clean procurement of building materials like cement at the government level is a key step on the path to achieving net-zero goals for B.C. and Canada. Joining the Pembina Institute at this pivotal moment will give the right candidate the chance to shape the evolution of policy at a critical juncture.

Position Overview

The Senior Analyst, Decarbonizing Cement, will support our work on embodied carbon dioxide, analyzing and advocating for policy solutions to decarbonize the cement industry through new technology, products, and practices or standards. This position will require a thoughtful and creative individual who can work with governments, industry, Indigenous communities and the non-government sector to advance practical policy solutions.

Roles and Responsibilities

  • Cultivate and maintain constructive relationships with government, industry leaders, technology providers, thought leaders, other ENGOS and Indigenous community members
  • Manage projects from inception to delivery
  • Conduct thorough technical, quantitative and qualitative analyses, including analysis and assessment of building materials, technologies, and policy research
  • Conduct qualitative research through literature reviews, expert interviews and case studies
  • Collaboratively create high-quality project deliverables, including communication materials, reports, presentations, briefing notes and funding proposals
  • Represent the Pembina Institute\xe2\x80\x99s views at meetings, regulatory hearings, presentations, and in the media
Essential Skills and Qualifications

Candidates must clearly reflect (with examples) the following skills and experience in their application:
  • Minimum of an undergraduate degree in engineering, sciences, economics, law, public policy or related field
  • A minimum of four years of work experience in climate solutions related to construction or building material, or energy and environmental issues in industry, academia, government or the non-governmental sector. Particularly interested in experience related to policy and regulatory reform for environmental protection.
  • Demonstrated ability to be able to conduct quantitative and qualitative technical research in building materials, building practices and standards, and environmental policy
  • High level of proficiency in MS Excel and experience developing Excel-based models
  • Knowledge of the challenges and opportunities with energy, environmental and climate policy both provincially and federally
  • Good communication skills (oral and written), including public speaking with the ability to convey complex matters in plain language and and in a variety of formats such as formal reports, blogs and social media posts
  • Self-motivated and results-oriented, with the ability to take initiative and work independently with minimal supervision
  • Working knowledge of Microsoft Office programs in a Teams environment
Other Valuable Qualifications
  • Experience at managing projects at multi-stakeholder tables, collaborating within a group that reflects a range of interests and perspectives
  • Direct experience in developing or implementing provincial and/or federal environmental policy and regulation
  • Demonstrated commitment to sustainability and social change through educational, professional and volunteer experiences
Compensation and Benefits

Salary is commensurate with experience. The hiring salary range for the position is $66,000 to $75,000 annually, with a salary maximum of $82,000, increasing with acquired skills and experience in the role.

The Pembina Institute provides flex hours and a hybrid work environment as well as a comprehensive benefits plan, four weeks of vacation and an RRSP matching plan from day one.
