Job Description


The Emergency Health I&IT Solutions and Technology Management Branch provides technology services to support medical 9-1-1 call taking and land ambulance dispatch services in Ontario.

The branch is seeking a dedicated systems professional to contribute to the success of our team.

NOTE: In addition to the scheduled hours posted, this role may require additional availability on a rotational basis, to support the 911 applications. As an integral team member, you may be required to provide on-call and stand-by service within a 24/7 schedule, including statutory holidays, as required.

What can I expect to do in this role?

In an environment with complex, 24/7/365 technology service delivery, you will:

  • provide technical leadership and expertise in the planning, development, maintenance and support of diverse application solutions supporting the land ambulance dispatching program
  • conduct and/or coordinate systems analysis, design and testing
  • lead projects for the development of systems or applications, including preparing project plans, leading teams through the system development cycle, and developing resource plans/project estimates
  • liaise with managers, staff and stakeholders involved in the land ambulance program


How do I qualify?

Technical Skills and Knowledge

You have demonstrated knowledge of:
  • current and emerging technologies, methodologies and tools associated with systems analysis, design, testing and implementation, particularly in relation to business applications such as computer added dispatch systems and data services
  • personal computer and server-based systems technologies, telecommunications, current programming languages, data management tools and techniques, Information Technology (IT) security, internet applications and IT connectivity
  • theory and principles of systems design and development, programming concepts and languages, and related methods, techniques, practices, and standards
  • database development, management, and application database administration
  • process and data modelling, design, and development techniques to evaluate feasibility of options and the production of testing environments


Procurement and Project Management Skills

You have:
  • demonstrated knowledge of procurement policies and practices to manage vendor services and contracts.
  • knowledge of project and agile management methodologies and practices to contribute effectively on application development initiatives
  • ability to understand and apply standards, policies, guidelines and directions of IT as it applies to solutions enabling the land ambulance program
  • knowledge of funding models and business processes to assess and determine IT solutions


Operational Support, Problem-Solving, Analytical and Judgement Skills

You have:
  • demonstrated operational support, problem-solving, analytical and judgment skills, incident and change management expertise
  • ability to analyze information, evaluate options, resolve issues, and provide solutions based on client requirements or operation incidents


Communication Skills

You have:
  • proven oral and written communication skills to establish and manage effective working relationships with clients and stakeholders
  • consultation, negotiation, and interpersonal skills to provide direction to staff, contractors and vendors on projects
  • experience providing training to users, preparing reports and developing business cases


Organization, Coordination and Administration Skills

  • You have demonstrated organization, coordination and administration skills to guide and manage application development, maintenance and support activities.
