POSITION OVERVIEW

The Senior Advisor, Security Services supports the development, implementation and administration of BDC\xe2\x80\x99s Physical Security program for the safeguarding and protection of all BDC employees, contractors, visitors, assets, and information. The role requires solid interpersonal skills to effectively interact with a global and diverse workforce, as well as the ability to work at the operational, tactical and strategic levels. This is accomplished primarily by maintaining a good understanding of the risks and threats faced by BDC, developing policies, processes, standards, implementing controls and security systems and deploying security people to mitigate those risks. The Senior Advisor, Security Services is responsible for directing or conducting risks assessments, managing security projects including design, procurement, and implementation, and developing security policies, procedures, plans, and standards. This position requires a knowledge of physical security principles and best practices, experience, interpersonal skills, project management and analytical skills.

CHALLENGES TO BE MET

  • Manage the ongoing maintenance, audit, and support of physical security systems. Maintain site security vendor contract(s) such as, but not limited to, guard services, intrusion detection, access control and monitoring systems, all to ensure safety and security services are provided to BDC locations with a focus on safeguarding employees, contractors, visitors, assets, and information.

  • Manage security related projects, including design, procurement, implementation, and commissioning of systems such as access control, duress alarms, intrusion detection systems and video camera systems (CCTV).

  • In collaboration with Operational Risk Management and Organizational Heath & Safety, conduct or direct regular risk assessments, investigations, and review of physical security incidents to determine the evolving BDC risk profile for the organization and business locations. Respond to the results of internal and/or third-party audits/assessments. Support the development of policies including operational plans, procedures and standards that address deployment of systems and security personnel. Participate in the Organizational Health & Safety committee and all security related initiatives.

  • Develop strategic business resumption plans and procedures, emergency plans and communications protocols to respond to incidents and maintain continuity of BDC\xe2\x80\x99s operations. Integrate and test corporate response including physical infrastructure protection strategies and incident response exercises for effective crisis management at an enterprise level. Coordinate business continuity management, disaster recovery initiatives with relevant parties, inclusive of coordinating with landlords for deployment of evacuation teams.

  • Provide subject matter expertise and thought leadership, staying current on market and industry trends to support the development and evolution of the physical security practices and tools within the organization and to provide guidance to resolve complex security related issues. Provide advice to Bank\xe2\x80\x99s senior officials and reports on BDC\xe2\x80\x99s security posture. Oversee internal training for security agents and BDC employees on prevention and threat awareness.

  • Hours may vary due to operational needs (occasional nights and weekends). The incumbent is required to be \xe2\x80\x9con-call\xe2\x80\x9d after normal business hours, including weekends and holidays. Travel within a limited geographic area, with occasional travel to other locations across Canada, when required.




WHAT WE ARE LOOKING FOR

  • Minimum 7-10 years in a physical security role conducting risk assessments and/or managing physical security projects.

  • In-depth subject matter expertise and hands-on experience in planning and deployment of physical security systems and functional support.

  • Knowledge of physical security principles such as protection in depth, layering and zoning and physical security functions such as prevention, detection, and response.

  • Knowledge of Crime Prevention through Environmental Design (CPTED) concepts is an asset.

  • Experience in financial and/or insurance services is an asset.

  • Knowledge of project management methodologies and best practices in the context of physical security projects lifecycle from requirements determination to design, implementation, and commissioning.

  • Knowledge of current technologies providing efficient and effective access control, asset protection, CCTV, duress/panic notification, intrusion detection, and loss prevention processes in order to develop integrated security systems that will provide maximum protection and support on-going operations.

  • Certification as a Physical Security Professional (PSP) or a Certified Protection Professional (CPP) through ASIS International or other security industry designations will be considered strong assets for the person occupying this position.

  • Ability to identify BDC assets, assess the likelihood of threats, assess existing safeguards, identify vulnerabilities, calculate risks levels, and recommend improvements.

  • Ability to support the development of physical security policies, procedures, and standards.

  • Ability to learn, understand, and use functions in electronic security systems (access control, video surveillance, alarm monitoring, etc.)

  • Ability to read, understand, and evaluate site/facility engineering drawings to detect potential security deficiencies and to design and implement the installation of security systems for new facilities.

  • Ability to effectively supervise people, contractors, and projects and have a good working knowledge of all codes and standards affecting the administration and installation of physical security systems.

  • Strong teamwork, collaboration, and relationship-building skills. Ability to motivate, persuade, collaborate, and partner with all levels within the organization.

  • Good verbal, written and presentation skills.

  • Bilingualism (French and English).

  • Proficient computer skills including Microsoft Office (Word, Excel, PowerPoint and Outlook).
