Job Summary

The Senior Advisor, Procurement - Construction Category is responsible for acting as the first point of contact between the vendors and the Company. The role provides essential procurement support to CN Engineering, both the Design and Construction (D&C) and Bridges and Structures (B&S) teams on all aspects of the solutions proposed by the market in the United States (U.S.) and Canada including civil works (e.g., railroads, railroad sidings, crossings, bridges) and other structures.

Main Responsibilities

\xc2\xb7 Support the Procurement Specialists with the management of the procurement process, governance, and compliance.

\xc2\xb7 Review technical documents submitted by design professionals, considering the quantities of materials, the subcontractors required, and production time to ensure conformity to CN standards and industry norms

\xc2\xb7 Answer questions in coordination with the internal client and attend site visits

\xc2\xb7 Source existing and new suppliers for material prices, equipment, and services on the market and local area of the project

\xc2\xb7 Participate in the evaluation of proposals by considering the risks, the various constraints and needs of the Company

\xc2\xb7 Perform plans and specifications readings to ensure completeness of proposals

\xc2\xb7 Review costs estimates to ensure that they are in-line with market

\xc2\xb7 Coordinate proposal submissions review meetings and participate in \xe2\x80\x9cnot awarded\xe2\x80\x9d results analysis

\xc2\xb7 Attend project kick-off meetings with the Operations team and coordinate progress meetings

\xc2\xb7 Support the client with change order requests or cost and invoicing issues

\xc2\xb7 Visit construction sites in operation to observe methods and techniques used to make appropriate adjustments to future requests

\xc2\xb7 Serve as a liaison and communicate with Engineers, owners, contractors, and subcontractors to prepare review change orders and adjust cost estimates

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The role requires occasional overtime work and weekends. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role requires regular travel (50%) to various sites across the network within Canada and the U.S.

Requirements

Experience

Civil Construction

\xc2\xb7 Minimum 10 years of experience in civil construction field, in rail or bridges

o Work experience in engineering

Education/Certification/Designation

\xc2\xb7 Bachelor\'s or College Degree in Civil Engineering, Construction Engineering, Construction Management, or related field
