The purpose of this role is to support CIHR in achieving its mandate and strategic objectives through the provision of strategic policy, planning, risk, and/or performance measurement advice and briefings related to internal and external results issues, and for coordination of the development, implementation and management of CIHR\'s results-related activities.

Reporting to the Manager, Results and Impact/Head of Performance Measurement, the incumbent is responsible for identifying areas where planning, risk, and/or performance measurement activities are required, coordinating responsibility within CIHR and with relevant stakeholders and coordinating the appropriate response through to governance committees.

The incumbent will maintain an active network within and outside of CIHR and work proactively to help position health research in the federal government\'s results and delivery agenda.

Essential Qualifications

EDUCATION
  • Graduation with a degree from a recognized post-secondary institution in public administration, corporate planning, performance, business administration or a related field or an acceptable combination of education, training and/or experience.
EXPERIENCE
  • Significant experience* in corporate reporting such as the development of the Departmental Plan, the Departmental Results Report, or the Corporate Risk Profile and performance measurement framework.
  • Significant experience* in preparing briefing notes, presentation decks, reports, and providing oral briefings related to performance measurement and corporate reporting.
  • Significant experience* in providing expert advice and recommendations to senior management.
NOTE: (*) Significant experience is defined as depth and breadth of experience normally associated with the performance of those duties on a regular basis for a period of approximately three (3) to five (5) years. However, a shorter duration may be considered based on demonstrated complexity and diversity of work handled, scope of work, and/or level of direct responsibility for a wide variety of complex files and/or projects.

KNOWLEDGE
  • Knowledge of the implementation/compliance of Treasury Board Secretariat Policies (e.g., Policy on Results).
  • Knowledge of performance measurement and results-based management principles, practices, and techniques.
  • Knowledge of risk management concepts and principles
  • Knowledge of the federal bureaucracy and key organizations involved in health research and science and technology.

EXPERIENCE
  • Experience in the application of Treasury Board Secretariat policies/guidelines for planning and reporting to meet Government of Canada accountabilities.
