This position is currently listed as "Hybrid"however, the consultant will be remote due to COVID-19 related Work from Home (WFH) direction. Once the I&IT cluster staff are required to return to the office, the resource under this request will be required to work onsite as well.

Description

Responsibilities:
  • Lead and co-ordinate service design to identify the current state and propose opportunities for service improvement in integrated service delivery solutions, business processes and methods in the context of existing and anticipated business needs, technology needs and best practices
  • Utilizing qualitative and quantitative methods, conduct research of user behaviours, digital needs and motivations
  • Design the user research plan with clear objectives, targeting users based on their needs and challenges
  • Lead the user outreach plan to ensure timely user engagement and consultation
  • Write user research engagement and recruitment plan
  • Write user interview guides
  • Conduct user interview and workshops for different user groups
  • Create User Research Report synthesizing users\xe2\x80\x99 needs, findings, trends, patterns, insights, problems, opportunities, etc.
  • Create Validated and clear Problem Statement from Users\xe2\x80\x99 perspective
  • Create a plan to continue research in future phases such as creation of low- and high-fidelity prototypes, MVPs, and pilots
  • Create a product roadmap
  • As part of service design create - Personas, Empathy Maps, User Needs Document, Current Business Process Flows, Current and Future Journey Maps, Proposal to lean-out existing processes and Recommendations on program policy/service delivery and procedure changes
  • Write usability discussion guides to moderate user research sessions and document responses
  • Take a user-centered design approach and analyze survey data to document recommendations based on the goals of the project and the needs of the users
  • Conceive and conduct user research, interviews and surveys, and translating them into sitemaps, user flows, customer journey maps, wireframes, mockups and prototypes
  • Conduct Jurisdictional scan for similar problem and solution. Create Jurisdictional survey report
  • Based on thorough user research create User needs document
  • Develop low fidelity concept paper/digital prototypes based on
to validate how ideas align with Users\xe2\x80\x99 needs. * Identify KPIs, datasets and conducts data analysis for performance measurement
  • Researches and determines the datasets that will be used by the product
  • Create Digital Discovery close out report
  • Create Business requirements, business rules, user stories
  • Map user stories to Business requirements
  • Report progress of assignment on a regular basis to Project Management, raise any issue and concerns and propose mitigation strategies.
  • Conduct Joint Requirements Planning and Joint Application Design sessions.
  • Analyze and map processes / data for current state and future state.
  • Conduct usability tests on prototypes and existing products to gather feedback and identify areas for improvement
Experience and Skill Set Requirements

UX and Service Designer skills - 45 points
  • 5+ years experience in Digital Service Design
  • 5+ years experience in Digital UX Design and Research
  • Demonstrated experience in conducting users research and user consultation
  • Demonstrated experience in Evidence- and context-based design. Has experience in designing systems for use across multiple services and can identify the simplest of a variety of approaches.
  • Applies re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches
  • Demonstrated experience in Ontario Design System
  • Demonstrated experience conducting iterative design proof-of-concepts / wireframes in Figma or other tools
  • Demonstrated experience in AODA act 2005 for WCAG elements implementation
Business Analysis skills - 15 points
  • Experience in managing user stories with Agile, SCRUM, Lean, DevOps methodologies
  • Leads and conducts business analysis in order to assess client\xe2\x80\x99s business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined
  • Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I&IT initiatives
  • Develops sound processes for requirements gathering including but not limited to JAD sessions, interviews, mockups, etc.
  • Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects
  • Monitors progress, resolves problems and reports regularly to I&IT management and stakeholders
  • Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-up
  • Experience conducting requirements gathering, developing documentation, including presentations and briefing notes and conducting stakeholder engagement
Soft Skills - 10 points
  • Excellent analytical, problem solving and decision-making skills
  • Excellent communication skills, both written and verbal
  • Experience reporting progress on deliverables to team, project leads and management, including proactively raising risks/issues with migrations
  • Demonstrated experience working with clients and technical teams to ensure effective resolution of defects and management of change request are complete
Agile Experience - 10 points
  • Experience with Agile scrum methodologies
  • Demonstrated experience with agile sprint management, bug tracking and testing life cycle management using Azure DevOps
  • Thorough understanding of SDLC, specifically QA processes in agile development environments
Design Validation- 10 points
  • Demonstrated experience conducting validation and verification of all design elements on webpages
  • Demonstrated experience conducting Ontario Design System validation for each UI object
Experience with Service design and User research with First Nations, M\xc3\xa9tis, Inuit, and urban Indigenous - 5 points
  • Previous experience working with First Nations, M\xc3\xa9tis, Inuit, and urban Indigenous
Public Sector Experience - 5 points
  • Previous experience working in Government or Public Sector organizations
