Description

Scope:
  • 24 X 7 on-site and remote support of all Emergency 911 ambulance dispatching centers and equipment
  • Technical expertise and coordination of administration, monitoring, management, implementation and support of:
  • Information and Information technology environments
  • Ambulance Communication Centre (ACC) integrated 911 solutions such as CAD, radio, phone, GIS and paging, within one or more assigned ACC\xe2\x80\x99s
  • Paramedic and Ambulance Communication Officer technical subject matter expertise in multiple technology related projects, including but not limited to, Radio, Telecom, Satellite Systems, and Digital Voice Recording and Retrieval
Deliverables:
  • 24 X 7 on-site and remote support of all emergency 911 ambulance dispatching equipment in the province, in support of the ministry\xe2\x80\x99s compliance and oversight of the Land Ambulance Act
  • Coordinate administration, monitoring, management, implementation and support of desktops and server environments, Ambulance Communication Centre (ACC) integrated 911 solutions such as CAD, radio, phone, GIS and paging, within one or more assigned ACC\xe2\x80\x99s
  • Provide realistic work estimates to support project planning; capture business requirements and update business rules based on the requirements
  • Provide technical Paramedic and Ambulance Communication Officer subject matter expertise for multiple technology related projects, including but not limited to Radio, Telecom, Satellite Systems, and Digital Voice Recording and Retrieval
Responsibilities:
  • Provide senior technical expertise, project leadership and coordination of activities in the development, implementation and maintenance of a diverse range of cost effective I&IT solutions.
  • Provide technical advice to clients and leverage OPS I&IT solutions and applications to meet program/service goals and objectives ensuring efficiency
  • All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS..
  • Security Clearance process, levels, roles etc. are subject to change without prior notice. Candidates may be required to undergo revised/new process (or levels) anytime prior or during the term of the contract
Skills and Knowledge:
  • A technical diploma or degree in electronics technology from a recognized technical institute/college with extensive knowledge and several years practical experience in applying theories, principles and practices of voice, data, radio, information technology and satellite telecommunications engineering or an equivalent combination of education and practical experience.
  • Good knowledge and experience of integrated voice and data switching systems, computer data communications architecture, radio-trunking systems design and P25 standards.
  • Ability to analyze results and make cost benefit analysis.
  • Ability to use basic Radio Frequency test equipment such as wattmeter, voltmeter, system monitor or analyzer.
  • Knowledge of basic vehicle electrical systems relative to radio installation and problems.
  • Personal computer technologies and operating systems.
  • Local Area Network and various network topologies/configurations.
  • Server operating system configurations and services and domain architectures such as: Windows Internet Name Service, Dynamic Host Configuration Protocol, Remote Access Service, Internet Protocol addressing, networking addresses, printer queues and naming conventions.
  • Personal computer security threats and solutions.
  • Ontario Public Service (OPS), Health Services I&IT Cluster, Ministry and Branch policies, guidelines and directives for use and support of information technology, and within recognized systems management practices and procedures to ensure compliance in all technical support and services provided to the CACC.
  • Knowledge of government Information Technology Infrastructure Library (ITIL) incident, problem, asset and change management practices, project management and time management methodologies, and clients\' business processes and requirements to recommend technical solutions which promotes the Ministry IT strategies and goals while also meeting business needs/priorities of clients.
  • CACC systems integration and interface requirements to support continued interoperability of all systems and services
  • Understanding of emergency health services in Ontario including ambulance communications, operations and practices, associated standards, policies, and guidelines as well as interface with/delivery of other emergency communications services (e.g. police, fire) in order to support communications and interface requirements within the context of the emergency services framework.
  • IT training techniques to participate and assist in the delivery of training to users and vendors and to develop training materials.
  • Systems and business operational disciplines and processes; skills in negotiation, conflict and problem resolution, change management and project coordination; current knowledge in new technologies and trends that may benefit emergency health services.
  • Current and emerging telecommunications systems technologies including voice, data, satellite, information technology and radio telecommunication systems used in the CACC environment in order to provide technical expertise, advice and troubleshooting support for communications systems within the assigned CACCs.
  • Telecommunications installation, configuration, testing, and diagnostic procedures, tools and equipment (e.g. wattmeter, voltmeter, tone generator, GUI-based and DOS/Character based applications) and vehicle electrical systems relative to radio installations and problems to coordinate/perform installations, configurations, testing and maintenance as an on-site technical expert.
  • Knowledge of and can interpret and apply relevant sections of related legislation (e.g. the Ambulance Act, Personal Health Information Protection Act).
Experience and Skill Set Requirements

Technical Knowledge- 40%
  • Knowledge of systems analysis and design methods and techniques to develop system solutions and to manage servers and applications
  • Demonstrated knowledge of testing and implementation methods and practices for testing and acceptance
  • Experience in the application of theories, principles and practices of voice, data, radio, information technology and satellite telecommunications engineering.
  • Experience with Local Area Network and various network topologies/configurations
  • Experience with systems and business operational disciplines and processes; skills in negotiation, conflict and problem resolution, change management and project coordination; current knowledge in new technologies and trends that may benefit emergency health services.
  • Ability to use basic Radio Frequency test equipment such as multi-meter, voltmeter, system monitor or analyzer
Networking- 30%
  • Knowledge of server and network technologies, hardware and facilities requirements (data centers) along with IT security policies to identify and evaluate IT options for clients and to design, develop and implement technology solutions
  • Experience with traditional and IP based telephony system such as Avaya and CTI (Computer Telephony Integration) solutions
  • Experience with integrated voice and data switching systems, computer data communications architecture, radio-trunking systems design and P25 standards
  • Experience with VHF and UHF radio technologies
  • Experience with public safety dispatch systems integration and interface requirements to support continued interoperability of all systems and services
  • Understanding of emergency health services in Ontario including ambulance communications, operations and practices associated standards, policies, and guidelines as well as interface with/delivery of other emergency communications services (e.g. police, fire) in order to support communications and interface requirements within the context of the emergency services framework.

Note:

This position is currently listed as "Onsite"; however, the Assignment under this request will provisionally be \xe2\x80\x9cHybrid\xe2\x80\x9d, working 7.25 hours per calendar day, sometime between 8:00-5:00 PM (excluding lunch breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation.
