The Risk/Physical Security Specialist role will help deliver the implementation of the corporate-wide vision for a secure physical environment spanning all power system and corporate sites and facilities at Hydro One. This role will drive the development and continuous improvement of a corporate-wide physical security program spanning dynamic operations and environments throughout the organization.
Reporting to the Manager of Physical Security, the incumbent is responsible for the coordination and implementation of Hydro One's internal physical threat risk assessment program and the development and upkeep of associated physical security plans. The incumbent is additionally responsible for ensuring Hydro One’s ongoing compliance with North American Electricity Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) standards pertaining specifically to physical security. This may include monitoring compliance through relevant physical security documents and drawings, spot-checks, inspections and interviews.
The incumbent is additionally responsibile for the creation, implementation and on-going assessment and management of Hydro One physical security policies, plans and processes that collectively serve to safeguard Hydro One assets: people, property, information and brand. These functions will include the review, planning, development, implementation and communications of standards, processes, procedures, guidelines, training and testing of Hydro One’s physical security programs and its security operations centre.
This role also includes researching and providing advice related to the latest security technologies, tools, and trends, contributing to help safeguard Hydro One’s critical infrastructure from evolving threats.
Accountabilities:

  • Coordinate and undertake Hydro One's Physical Threat Risk Assessment program, including the implementation of physical security plans and compliance with applicable NERC standards
  • Create and enhance standard operating procedures, governance documentation and training related to Hydro One's Security Operations Centre
  • Develop and provide advice on the implementation of physical security frameworks, standards and requirements pertaining to Hydro One’s diverse asset-base and facilities and operations.
  • Collaborate with Hydro One work groups to promote and advance physical security standards, requirements and processes that meet the security and operational objectives of Hydro One.
  • Interface with internal and external regulatory staff to ensure Hydro One effectively interprets and maintains auditable compliance with mandatory standards and guidelines pertaining to physical security.
  • Regularly assess existing operational security protocols and procedures to ensure security services and technologies continue to effectively meet security, operational and compliance requirements.
  • Review and create measurements to track the effectiveness of the physical security programs and processes.
  • Provide managers and staff of Hydro One business units with advice, counsel and representation on all aspects of physical asset protection and security operations.
  • Create training and awareness programs to be delivered to educate lines of business on the physical security protocols across Hydro One
  • Assist with contingency planning related to business continuity and emergency preparedness activities.
  • Develop briefing notes, presentation and metrics to depict ongoing physical security program effectiveness.
  • Serve as the subject matter expert on certain physical security standards and compliance documentation during both internal and external audits.
  • Stay current on physical security trends and emerging technologies.

Knowledge, Skills and Competencies:
  • A minimum of 7 years of progressive physical security experience
  • Excellent communication skills (oral, written, presentation and facilitation)
  • Working knowledge of physical threat risk assessment frameworks and principles
  • Experience developing governance, procedures/instructions and training related to security operations centers
  • Extensive business and technical writing experience
  • Ability to communicate and collaborate within the organization and externally with 3rd party service providers and vendors.
  • Demonstrated skills in strategic planning and ability to manage multiple projects at once
  • Excellent analytical, technical, and business solution development skills, including the proven ability to function effectively in a dynamic environment
  • Ability to prepare and deliver presentations and metrics on demand
  • Experienced innovator who possesses excellent problem solving skill
  • Good understanding of physical security threats and business challenges, specifically pertaining to the utility, energy, telecom, government or other critical infrastructure industries.
  • Proficient in use of MS Office suites, Visio, AutoCAD
  • Certification in Genetec Security Center (Synergis/Omnicast) and Mission Control applications preferred
  • Previous utility or critical infrastructure experience and knowledge is considered an asset
  • Post-secondary education, focusing on protection, security and investigations and/or emergency management.
  • CPP or PSP preferred
  • Valid Ontario driver’s license
