More about the BCUC: Our organization is an independent agency of the provincial government that is responsible for regulating energy utilities within the province, its compulsory automobile insurance rates and tolls related to intra-provincial pipelines. We work hard to ensure British Columbians get fair value for safe and reliable energy services and basic automobile insurance rates. While protecting the ratepayer and the public interest, we afford the entities that we regulate a reasonable opportunity to earn a fair return on their capital investments, and in the case of compulsory insurance, ensure that costs are recovered and that there is adequate financial capacity to pay claims. With that, we are growing, and we are excited to be recruiting for additional Regulatory Analysts to join our Energy Supply, Compliance and Mandatory Reliability Standards team. As a Regulatory Analyst at the BCUC, you will partake in professional analysis and will employ regulatory and policy expertise to facilitate the decision-making process for relevant applications, submitted by regulated entities--the majority of which are BC public utilities. Throughout this process, you will uphold standards of procedural fairness for all stakeholders and will ensure the economic prudency of operating and capital expenditures, as well as the reliability of the province\xe2\x80\x99s energy service. In order to be successful in this role, you will be required to engage in creative and critical thinking, technical analysis, and strategic problem solving. When you review and assess applications, you will identify information gaps and/or substantiate data requirements, you will conduct research, and you will help ensure that the evidentiary record is complete and cohesive. You will work on multiple applications simultaneously, both complex and non-complex, and at times you will act as a Technical Lead. Responsibilities:
  • Receive applications; review, perform critical analyses, identify information gaps and/ or substantiating data requirements; prepares information requests; assesses needs/ justification, results of alternative solution investigations, preferred solution and public interest; compile all critical materials and provides assurance that the record is cohesive, there are no material omissions, materials are logical, all connecting factors and implications have been explored, the need is justified and the rationale is clearly delineated; sources expert opinions as required; drafts and/ or provides advice on Commissioners\xe2\x80\x99 reasons for decision as required;
  • Develop and maintain currency with existing and evolving North American standards for the safety and reliability of natural gas and electric systems (e.g. Canadian Gas Association, Canadian Electricity Association and Canadian Standards Association); monitor ongoing safety and reliability testing plans and results and investigates incidents, supported by consultant technical experts as required;
  • Monitor existing and proposed regulatory conditions and policies in other jurisdictions; perform critical analyses on the potential impacts of change; draft reports for submission to government;
  • Assist with managing the processing of smaller applications filed by regulated entities and support the development and implementation of operational policies related to electricity and natural gas applications;
  • Collaborate and works with other members of the Project Team, as assigned;
  • Attend project meetings and provide support to the Project Team as needed;
  • Prepare draft components of decision documents and orders, within established time frames;
  • Perform other duties to support the review and advancement of the project, as requested.
Skills & Qualifications:
  • Bachelor\xe2\x80\x99s Degree in a related field including (but not limited to) Economics, Finance, Public Policy, Law, Electrical Engineering and/or Business, or equivalent;
  • 5+ years post-qualification experience in a related field (i.e. audit, risk, compliance, electrical engineering etc.);
  • Experience analyzing large amounts of data and converting analysis into quantitative and qualitative information to aid in the decision-making process;
  • Experience working in progressively responsible roles providing analysis and project management expertise;
  • Experience working in the energy sector and/or with utilities and/or in a related business environment is considered an asset;
  • Experience preparing or analyzing applications for a regulatory body is considered an asset;
  • Experience working with Energy commodities and/or supply contracts is considered an asset;
  • Knowledge of accounting principles and/or financial analysis and/or statistics;
  • Knowledge of the principles for the regulation of energy utilities is considered an asset;
  • General knowledge of policy matters such as regulatory hearings and procedural fairness;
  • Excellent written and oral communication, presentation/ facilitation and inter-personal skills;
  • Strong software skills (Power BI, GIS, MS Office);
  • Analytical, judgment, persuasion and consensus building abilities where there are competing interests;
  • Ability to take initiative and work independently or in a matrix-team structure within a non-hierarchical organization;
  • Ability to develop and maintain appropriate relationships with colleagues and stakeholders in a quasi-judicial/ regulatory environment;
  • Ability to manage multiple priorities and projects and produce results within tight deadlines;
  • Ability to communicate complex matters in lay terms to various stakeholders;
  • Ability to work with independent decision makers;
  • Ability to link long-range visions and concepts to daily work.
