The Corix team has an opportunity for a Senior Financial Planning and Regulatory Analyst (Remote) in BC. This role leads the preparation of applications and filings to the applicable economic regulators in each Canadian jurisdiction in accordance with the applicable legislation, policies, rules and guidelines. This position also prepares the relevant responses to regulator information requests and develops utility arguments as required. The general type of applications and filings are described in the major accountabilities below. This position may be required to represent the company at regulatory hearings and tribunals, and for developing and maintaining a positive working relationship with staff at the various regulators in jurisdictions in which Corix operates.

What you\'ll do

  • Prepare regulatory applications and filings, responses to information requests, utility arguments and all related material through collaboration with relevant Corix staff. Among other things, regulatory applications:
  • Seek approval to change customer rates through a Revenue Requirements and Rate Application;
  • Seek approval to execute major capital projects through a Certificate of Public Convenience and Necessity (CPCN) Application;
  • Seek approval to adjust flow-through energy cost rates for customers through Energy Cost Deferral Account filings;
  • Seek approval to acquire/dispose of utilities and/or specific assets; and
  • Comply with previous regulatory directives, including the submission of Annual Financial Reports.
  • Work with members from various departments throughout Corix to ensure that applicable regulatory legislation, policies, rules and guidelines are upheld, and the relevant information is provided to regulators as required.
  • Create and update forecast and financial models of varying complexity that incorporate historical data analyses to inform and support Corix\'s regulatory applications and filings.
  • Provide regulatory support for business development by participating in acquisitions, responses to Request for Proposals and feasibility studies.
  • Work with operations, finance, accounting, legal, tax, treasury and external advisers to prepare regulatory applications, filings, reports and other related material required for regulatory proceedings.
  • Ensure regulatory filing and compliance deadlines are met, including responses to information requests, utility arguments and compliance filings.
  • Ensure utility tariff rates and terms and conditions are up-to-date and appropriate.
  • Conduct the relevant research required to respond to information requests from the regulator, relevant customer queries/complaints, or provide regulatory guidance to Corix staff
  • Adhere to existing internal regulatory policies, procedures, and practices, while documenting and creating new procedures and practices where relevant.
  • Participate in utility acquisition projects by providing regulatory due diligence and analyses, and support for business cases
  • Participate as needed in Request for Proposal (RFP) responses, feasibility studies, and due diligence analyses for Corix\'s current and prospective clients.
  • Attend regulatory hearings, tribunals, procedural conferences, public consultation sessions and external meetings as required.
  • Perform other regulatory and compliance duties as required.
What you bring?

Experience
  • 4 years related experience in utility environment/utility regulation.
Education
  • Graduate business degree (MBA), professional finance designation (CFA), or professional accounting designation (CPA)
Knowledge, Skills, and Abilities
  • Ability to read, analyze and interpret relevant legislation, policies, rules and guidelines
  • Strong analytical abilities and attention to detail
  • Excellent written and verbal communication skills
  • Ability to take initiative with sound decision-making skills
  • Proficient in Microsoft Office (Excel, Word, PowerPoint and Outlook)
