Job Summary

The Regional Manager Environment is responsible for the delivery of environmental operational tasks, both in the office and in the field. The role ensures management of all aspects of environmental regulatory compliance, environmental assessment and remediation, emergency preparedness, response and associated site restoration, environmental industrial maintenance, capital upgrades, hazardous and non-hazardous waste management, community, and regulatory agency outreach functions. The position ensures financial and human resources management of the region under the Senior Manager\'s direction.

Main Responsibilities

Compliance

\xc2\xb7 Prioritize and plan facility and asset inspections within the territory and support the region toward alignment

\xc2\xb7 Evaluate facilities and assets within region and lead risk assessments to prioritize improvements

\xc2\xb7 Document possible non-compliance issues and work with regional Environmental Specialists (ES) to develop, prioritize and implement solutions

\xc2\xb7 Ensure consistency on corrective measures solutions within the territory and the region

\xc2\xb7 Escalate issues with other departments to the Superintendent level and provide a summary to senior leadership

\xc2\xb7 Ensure that environmental documentation for approval and license or permit applications for new or existing operations are prepared accurately and on time

\xc2\xb7 Negotiate with the state or provincial agency personnel on matters of environmental compliance, permitting, implementation and regulatory closure in the applicable subject areas

\xc2\xb7 Conduct inspections of Direct to Locomotive (DTL) fuelling practices, waste storage areas, petroleum and allied petroleum storage tanks, CN buildings and drainage systems

\xc2\xb7 Provide technical support and expertise on internal and external environmental management best practices within CN yards and associated facilities.

\xc2\xb7 Ensure integrity in the environment data within Systems, Applications and Products (SAP)

\xc2\xb7 Facilitate the environmental auditing processes and ensure effective implementation of findings related to this activity

Environmental Risk Management and Footprint Reduction

\xc2\xb7 Handle the maintenance and monitoring of multiple CN assets and equipment (e.g., Oil and Water Separators (OWS), Wastewater Treatment Plants (WWTP), petroleum and allied petroleum storage tanks, etc.)

\xc2\xb7 Inspect, sample, monitor and report on WWTP and stormwater treatment systems

\xc2\xb7 Coordinate environmental awareness training to employees to ensure accountability to environmental performance

\xc2\xb7 Provide information on the environmental performance of regional environmental compliance Key Performance Indicators (KPIs)

\xc2\xb7 Prioritize direction and leadership to regional staff around Capitol improvement projects, including schedule, budget and performance and provide design review, cross-functional dialogue and recommendations.

\xc2\xb7 Manage environmental site assessment and remediation projects and contractors, including correspondence and dialogue with agency personnel (e.g., inside and outside counsel, technical experts), synthesis information and recommendations for department leadership

\xc2\xb7 Implement and track sampling programs for OWS, WWTP, and surface water management structures, governed either provincially or internally and support Environmental Management Systems (EMS)

\xc2\xb7 Support monthly Safety and Operational Risk Committee (SORC) reporting and provide KPI results to department leadership

\xc2\xb7 Coordinate wastewater, environmental equipment, assets inspections, maintenance, monitoring activities, KPI reporting and follow-up on chronic issues

Environmental Emergency Management

\xc2\xb7 Ensure maintenance of equipment and material caches throughout the region for immediate response to incidents

\xc2\xb7 Conduct and participate in drills to meet regulatory requirements and adequately arm cross-functional staff, first responders, government agencies and response contractors

\xc2\xb7 Participate in Corridor Risk Assessment program to ensure high consequence areas and critical receptors are adequately included in regional and system prevention priorities

\xc2\xb7 Coordinate preparedness activities within the region with external contractors, government authorities, and agencies

\xc2\xb7 Function as Qualified Individual (QI) or similar in addressing compliance obligations of state, provincial and federal spill legislation (Minnesota, British Columbia and the United States (U.S.) Comprehensive Oil Spill Response Plans)

\xc2\xb7 Provide spill and incident response assistance during derailments and other incidents and advise on actions to reduce environmental impact

\xc2\xb7 Supervise and mentor ES and Coordinators on smaller incidents

\xc2\xb7 Organize or participate in incident after-action reviews and drive learning opportunities as well as lead long-term remediation and restoration activities

Team and Budget Management

\xc2\xb7 Provide leadership and mentorship to Environment Officers

\xc2\xb7 Set positive example of leadership, collaboration, and integrity

\xc2\xb7 Participate in inter-department and cross-functional working groups

\xc2\xb7 Participate in internal and cross-functional meetings or conferences

\xc2\xb7 Ensure formal budget building such as Operational Expenditure (OPEX) or Capital Expenditure (CAPEX) and management approach is followed

\xc2\xb7 Identify cost reduction opportunities within territory and specific projects

\xc2\xb7 Participate in developing, implementing and using Standard Operating Procedures (SOPs)

Working Conditions

The role is performed in a combination of office and outdoor environments in various types of weather conditions with a regular work week from Monday to Friday. The role requires being on-call 24/7 to deal with critical incidences in the field, which are conducted under hazardous conditions 100% of the time. The role requires occasional travel (40%) within Canada and the U.S. Due to the nature of the role, the incumbent but be able to meet tight deadlines, handle pressure, and stress.

Experience

Environmental Science

\xc2\xb7 Minimum 8 years of experience in a related environmental field

o Between 3 to 5 years of railroad work experience

o Between 3 to 5 years of management experience (e.g., human, contractor and financial)

Education/Certification/Designation

\xc2\xb7 Bachelor\'s Degree in Civil Engineering, Environmental Science or Environmental Arts and Sciences

\xc2\xb7 Incident Command System (ICS) Certified
