Recruitment Specialist (HART Hub)

Background


The Canadian Mental Health Association Hastings Prince Edward (CMHA HPE) is the lead agency for the HART Hub initiative, a collaboration among many community partners in response to the growing crises of homelessness, mental health, and substance use.

Hastings Prince Edward Counties have received critical funding to build an integrated system of outreach, rapid response, and supportive housing services that will strengthen our community and support its most vulnerable members.

This investment enables three key pillars of service:

The Bridge Integrated Care Hub in Belleville, which provides low-barrier, integrated services and is being operationalized through strong municipal investment and collaborative leadership. Community-based outreach and rapid response teams, pairing paramedics with mental health and addictions workers to reach underserved rural populations. 22 new supportive transitional housing units, offering safe, stable environments for individuals in recovery.
Given the scope and complexity of the initiatives and the urgency of hiring candidates for up to 20 FTEs across 6 funded agencies, we are seeking a human resources recruitment specialist to ensure this key deliverable is achieved through a unified and structured approach, stakeholder engagement, and proactive communication with project leadership.

The Recruitment Specialist will be responsible for the following three key areas of service:



1) Recruitment Support & Process Leadership



Provide support and/or leadership for recruitment activities related to HART-funded positions, with a focus on non-CMHA roles. Responsibilities include:

- Finalizing job descriptions and job advertisements

- Receiving, reviewing, and screening applications

- Scheduling and coordinating interviews

- Facilitating the interview and selection process

Partner Coordination:

? Validate recruitment requirements and coordination processes with the following organizations:

- Enrichment Centre for Mental Health (ECMH)

- John Howard Society of Belleville (JHS)

- Mohawks of the Bay of Quinte-Tyendinaga Mohawk Territory (MBQ-TMT)

- Belleville and Quinte West Community Health Centre (BQWCHC)

- Canadian Mental Health Association Hastings Prince Edward County (CMHA HPE)

2) Onboarding & Training Resource Development & Delivery



- Develop a common onboarding & training resource manual for all HART Hub-funded staff, incorporating input from the HART Hub Implementation Table

- Develop a core competency framework aligned with job descriptions and training

- Coordinate and/or deliver onboarding and initial training, according to an approved schedule and manual

Deliverables:

- A comprehensive Resource Manual including sequencing and delivery schedule for onboarding and training that outlines each role, requirements, training & certifications, oversight, scope of work, scope of practice

- A Core Competency Framework for use across all HART-funded initiatives

- Completion and documentation of onboarding and initial training delivery

3) Compliance and Policy Alignment



- Ensure all recruitment, training, and onboarding practices are compliant with applicable legislation and professional standards

- Align HR tools and training content with industry-leading practices in housing, homelessness, HR, and health care for unhoused individuals

- Support the development or revision of relevant program policies that enable integrated delivery across HART-funded services
