Under the general direction of the Administrative Coordinator, the Recreation Services Coordinator is responsible for the co-ordination and operation of Division portfolio recreation and aquatic programs, services and public facilities. This includes recreation and aquatic programming, recreation needs and facility development, contract administration, public relations, workflow process, adherence to regulations and safety standards, quality control and consistency of service standards, recruitment and training, facility membership services, fee subsidy programs, recreation facility operations and rentals, equipment and supply inventory and procurement, recreation community development, project management, and special initiatives as assigned. The Coordinator is responsible to provide leadership for a designated portfolio within the Recreation Services Division and works in collaboration with other Divisions and Departments to ensure that recreation systems and program service delivery is consistent with the needs-based service priorities of the Community Services Department.
The Coordinator integrates the principles of contemporary, entrepreneurial and public sector management including financial accountability practices, alternative service delivery strategies, commitment to safety and a responsive community development approach for service delivery and overall customer service. The position provides strong leadership and expertise in public sector management, staff development, service delivery models, business planning, administration and communication. The position ensures that the financial and human resource services are coordinated in accordance with all relevant legislation, civic policies and directives. The Recreation Coordinator provides technical expertise in the assigned program areas to senior administration, community and organizations, civic employees and citizens as it relates to service delivery and administration. The Recreation Coordinator has responsibilities for coordinating assigned portfolio areas related to program leadership development, financial accountability, research, evaluation and strategic planning. Working collaboratively with various stakeholders, contract administration includes the development, negotiation and implementation of Joint Use, Short Term use, contract leader, funding and community use agreements.
The Recreation Services Coordinator is responsible for the general operation of assigned recreation, aquatic and active living programs for all ages and abilities and services provided by the Department's indoor and outdoor aquatic facilities, recreation and leisure facilities, wading pools and spray pads and programs offered at alternative community spaces. Public services operate 16 hours per day, 362 days per year. This position provides coaching, mentorship, leadership and direction to Division employees through the development of short- and long-term plans, development of procedures and standards and the implementation and monitoring of administrative standards, policies, statutory acts/legislation, Workplace Safety and Health, and risk management. Recreation Services Coordinators receive staff inquiries and provide direct support to front-line staff after-hours for situations such as, health and safety incidents, emergencies, injuries and accidents, staffing vacancies and seasonal operational changes.
Recreation Coordinators conduct media interviews as required. The incumbents represent the Division on Departmental and external task forces and committees. The Recreation Services Coordinator, on average, directly supervises 3.5 FTEs; and, indirectly supervises approximately 47 FTEs and 340 contract leaders.
