Job Description


As the Real Estate Officer 2/3, you will be responsible for assisting in the implementation of marketing and development projects, and negotiating moderately complex sales of surplus City-owned vacant and improved properties in the best interests of the City of Winnipeg. In addition, this position may acquire privately owned property to facilitate civic projects. This position is responsible for profiling, researching and preparing moderately complex market analysis. As the Real Estate Officer 2/3, you will:

  • Negotiate sales agreements of City-owned vacant and improved residential, commercial and industrial properties.
  • Negotiate the acquisition of privately owned property to facilitate civic projects.
  • Prepare responses to routine public inquiries regarding City-owned real property assets.
  • Adhere to requirements of Real Estate Transaction Management Framework (\xe2\x80\x9cRETMF\xe2\x80\x9d).
  • Consult with external agencies including utilities to establish, negotiate and verify terms and conditions of agreement.
  • Consult with the Legal Services Department to obtain advice on terms and conditions of negotiation.
  • Consult with the Supervisor of Sales and Acquisition to clarify negotiating procedures and to obtain directions to facilitate the completion of transactions.
  • Prepare general correspondence, written agreements and formal reports to Community Committees and Standing Committees of Council.
  • Monitor progress of transactions for compliance with terms and conditions of agreements including inspections, reporting and taking appropriate action as required.
Your education and qualifications include:
  • Real Estate Officer 2 - Must have successfully completed a minimum of three (3) courses towards accreditation in a recognized designation of certificate within the Real Estate industry in one of the following areas: Professional Designation as a Fellow of the Real Estate Institute (FRI), or Accredited Appraiser Canadian Institute (AACI), or Canadian Residential Appraiser (CRA), or Real Property Administrator (BOMA), or a recognized licence, designation or certificate within the Real Estate Industry.
  • Real Estate Officer 3 - Requires a professional designation or certificate within the Real Estate industry in one of the following areas: Professional Designation as a Fellow of the Real Estate Institute (FRI), or Accredited Appraiser Canadian Institute (AACI), or Canadian Residential Appraiser (CRA), or Real Property Administrator (BOMA), or a recognized licence, designation or certificate within the Real Estate industry.
  • Real Estate Officer 2 \xe2\x80\x93 One (1) year experience in comprehending and interpreting documents such as legal descriptions, maps, building and survey plans, contracts and agreements.
  • Real Estate Officer 3 \xe2\x80\x93 One (1) year experience in comprehending and interpreting documents such as legal descriptions, maps, building and survey plans, contracts and agreements and three (3) years direct experience in areas such as negotiating, preparing purchase/sales agreements, conducting real estate market analysis, corresponding with other professionals such as lawyers, appraisers, financial institutions etc.
  • Experience in negotiating contracts.
  • Experience researching and writing clear, concise and accurate reports that are supported by sound economic and business practices.
  • Knowledge of the City of Winnipeg Charter, the Landlord and Tenancies Act, the Expropriation Act, the Environment Act, the Real Estate Brokers Act, and other relevant City By-laws is considered an asset.
  • Knowledge of the municipal structure and Council policies would be an asset.
  • Knowledge of standard practices for marketing properties.
  • Strong verbal communication skills.
  • Strong written communication skills.
  • Demonstrated problem and conflict resolution skills.
  • Ability to analyze real property issues with the involvement of appraisal, accounting and other disciplines, and to generate alternative courses of action.
  • Ability to work in a multi-task environment and meet established deadlines.
  • Ability to work independently and maintain a high production level.
  • Ability to access and maintain electronic databases related to the day-to-day functions of the Real Estate and Land Development Division.
  • Ability to deal with the public and City staff in a positive, receptive and supportive manner.
  • Proficiency to utilize a variety of computer applications such as Word, Excel, Outlook, Amanda, etc. at a basic level.
