The expected starting base salary for this position is $108,078 - $113,482 annually, depending on a variety of factors including qualifications and experience. Once hired, you will progress through a wider salary range over time as you continue to develop job knowledge, skills and competencies for the role.

What you'll be doing





Reporting to the Director, Quality Assurance (Director, QA), the Manager, Quality Assurance Program (QAP) provides operational leadership and management of BCCNM's Quality Assurance program for registrants. The Manager, QAP provides work direction, guidance, mentorship and performance feedback to the QA team, manages complex operational scenarios, as well as provides oversight of contract QA Assessors, ensuring day-to-day activities align with program goals, organizational priorities and support ongoing quality improvement.



The Manager, QAP assesses, plans, develops, monitors and evaluates operational policies and procedures, and works with QA program and BCCNM staff to facilitate the implementation of QA program operational policies, procedures, business and system requirements.



Key responsibilities include:



In consultation with the Director, QA, formulates annual operational work plans for the QA program functions including, personal practice review, jurisprudence, multisource feedback, peer review, prescription review, currency and practice hours, and the controlled prescription program.

In consultation with the Director, QA and QA Consultants, assesses, plans, develops, monitors and evaluates QA program operational policies, procedures, business and system requirements.

In consultation with the Director, QA, recruits, hires, and implements required staffing complement of the QA program operations team. Provides training, establishes performance expectations, monitors performance, provides ongoing coaching and performance evaluation, and takes corrective action as appropriate.

In consultation with the Director, QA and in collaboration with program staff, provides oversight of contract QA assessors, including policies and procedures, facilitation of onboarding, off-boarding, contract management and performance feedback.

Collaborates with the QA program and other BCCNM staff to facilitate the implementation of QA program operational policies, procedures, business and system requirements.

Works with the QA program and BCCNM enabling teams to ensure organizational and program-level policies and accompanying business rules, and technology solutions are operationally feasible.

Provides subject matter expertise and leadership within BCCNM working groups, committees and cross-functional initiatives. Supports development and maintenance of strategic relationships with system partners including health authorities, government and employers.

In consultation with the Director, QA, leads initiatives related to QA program operations from start up through to completion. Ensures project parameters of scope, schedule, and quality are successfully delivered. Prepares appropriate reports, briefing notes and presentations.

Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility and supporting organizational actions towards addressing indigenous-specific racism in BC's health care system.


Your education & skills



Bachelor's degree in nursing, health administration, management or equivalent combination of education and work experience related to health regulation and/or administration. 5-7 years of experience in a customer service/service delivery environment and/or regulatory environment, and at least 3-5 years' experience in managerial role(s) demonstrating progressive leadership, preferably in health regulation. Proven experience providing supervision and clear direction to staff. Demonstrated ability to work both independently and as a manager; an individual with excellent interpersonal skills who readily participates, shares information and supports team decisions. Demonstrated ability to plan, implement and evaluate operational plans to support objectives, including connection to strategic initiatives. Experience with project management and demonstrated ability to achieve project deliverables in a timely manner. Demonstrated expertise in operational policy and process development, implementation and evaluation. Strong analytical, organization and multi-tasking capability, ability to prioritize competing demands and understand impact/trade offs associated with decisions; ability to remain objective and calm under pressure. Excellent oral and written communication skills and the ability to communicate with individuals at all levels of the organization. Politically astute and culturally sensitive. Ability to establish strong working relationships with a variety of system partners. Proven experience interpreting legislation, bylaws and application in day-to-day activities. Ability to make difficult decisions under pressure and from time to time with limited information. Strong working level knowledge using MS Office suite and virtual platforms. MS CRM Dynamics and MS SharePoint experience an asset. Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, including social, economic, political, and historical realities impacting Indigenous communities and knowledge of Indigenous-specific anti-racism and accompanying reports (e.g. The Truth & Reconciliation Commission's 94 Calls to Action (2015), the In Plain Sight Report (2020), and Reclaiming Power and Place's Calls for Justice (2019)) is an asset. Demonstrated understanding of equity, diversity, inclusion, and cultural humility as they apply to health care is an asset.
