What You Will Do

Reporting to the Manager - QA & DC, the QA Officer provides planned, systematic oversight and audits to support the development, implementation and compliance monitoring of ECE's Quality Assurance Program, to ensure projects are delivered safely in a timely, cost effective manner, with the required level of quality.
This includes providing audits and monitoring as required of internal ECE processes, as well as processes of external designers and contractors, including their quality programs for work with the TTC. The QA Officer examines both documented and non-documented processes through desktop documentation review and personnel interviews for compliance, consistency, efficiency, effectiveness, and process gaps, making recommendations for continuous process improvement.
You will be Supporting the development, implementation and maintenance of QA documentation, tools and resources needed for the Quality Management Program and quality improvement and which are integrated and consistent with ECE's procedures, PMO governing documents and corporate standards; supporting the development and implementation of QA objectives and reporting periodically on objectives against defined performance indicators; leading internal QA audits of processes to assess process compliance, and identify process gaps and areas of improvement to increase efficiency, effectiveness, and quality.
You will be conducting external QA audits on design consultants and contractors to verify conformance to the contractual requirements; observing and interviewing process stakeholders, analyzing processes, providing qualitative/ quantitative assessment, and using quality tools, techniques, and technologies, as part of audit process; participating in the corrective action process, and following up on Audit Corrective Action Requests and preparing reports and recommendations, and presenting the same, including non-conformance reports.
You will also be working closely with various personnel, including Project Management, Construction Management, PMO functional managers and ECE Management; supporting the PMO by adhering to integrated processes, procedures, tools and systems to enable successful project execution and program delivery; providing guidance and support in the development of quality requirements for RFP/RFQ documents for design and construction contracts;
You will be providing guidance and support to Construction and Major Projects departments through reviewing and making recommendations on external quality submittals, including Design Quality Management Plans, Contractor's Quality Plans and Inspection and Testing Plans; training and educating construction staff on the quality oversight and monitoring process in the field, to ensure Contractor's compliance with contractual requirements; creating and maintaining quality submittals/audit logs, meeting minutes and monthly QA reports and participating in lessons learned workshops and continuous improvement initiatives.

Completion of a post-secondary college diploma or university degree in a related discipline (e.g. engineering, business), plus several years of directly related experience in quality function in a project management, project controls, engineering, or construction environment; or a combination of education, training and experience deemed to be equivalent.
Experience in leading internal and external quality audits for process and contract compliance, and business improvement
Experience and knowledge in quality management and continuous improvement
Experience in implementation and management of quality management programs for complex infrastructure projects, including quality oversight of designer's and/or contractor's performance
Experience and knowledge with project controls and project management, including relevant standards, processes, procedures and tools; preferably in an engineering or construction environment
Knowledge of engineering and/or construction practices and standards
Well-developed research, investigative, and analytical skills; ability to problem solve using critical thinking
Sound judgement and ability to recommend process improvements and solutions to solve complex issues
Strong client management, relationship building, communication (written and verbal), presentation and conflict resolution skills to collaborate at all levels, working with team members, senior management, and process owners
Strong planning, organizational, and multi-tasking skills; high attention to detail and accuracy
Proficiency in software applications relevant to the work and area of responsibility (e.g. Microsoft Word, Excel, PowerPoint, Visio and SharePoint)
Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
Must have or acquire knowledge of TTC/ECE Group/Department/Section policies, procedures, practices, and standards applicable to the work performed
Must successfully complete relevant TTC safety training, including SRB training.
Formal training as a Quality Management Systems Lead Auditor is considered an asset.
Familiarity with ISO9001 and Six Sigma is considered an asset.
