This position leads and oversees the planning, coordination and execution of services of Rama First Nation's Public Works Department, ensuring efficient operations and compliance with RFN policies. This position is responsible for developing and managing the annual work plan, budgeting as well as providing Leadership and Management of Staff, Road and Infrastructure Maintenance, Snow Removal, Landfill Operations, Grounds Maintenance, Arena and Grounds Garden operations, Fleet Maintenance and actively seek new Construction Projects and external contracts.
QUALIFICATIONS
Education
College - 1-3 years in a related area OR equivalent combination of education and experience.
Skills and Abilities
Diplomatic leader with excellent communication and interpersonal skills.
Strong decision making and problem-solving skills.
Proficient with Microsoft Office.
Valid Class G Driver's Licence; DZ Licence an asset.
Certified Landfill Manager an asset.
Experience
5 years relevant experience in a supervisory capacity.
Required experience includes: Road maintenance, snow removal, public works operations, waste management and fleet maintenance.
Heavy Equipment experience.
Budget experience; Tendering experience an asset.
A Criminal Reference Check is required for this position
KEY JOB FUNCTIONS/RESPONSIBILITIES
Responsible for the delivery of community services and private contracting services, including road maintenance, cemetery, landfill operations, street lighting, snowplowing, general construction and other services as requested.
Manage all fleet assets including preventative maintenance and capital replacement.
Oversee the Grounds Maintenance Department delivery of services.
Oversee Landfill operations and effective waste management practice.
Oversee the cemetery and public parks.
Implement and monitor preventative maintenance program of fleet.
Provide leadership to staff through individual and departmental meetings.
Supervision of staff including recruitment, performance evaluation and training.
Customer service focused.
Develop and implement the annual work plan for the Public Works Department.
Ensures that all work meets applicable codes and standards.
Enforce RFN policies and Health & Safety regulations.
Authorize purchases for the Public Works Department within budget.
Develops and manages department budget as per RFN Financial Policy.
Develop policies and procedures for department.
Overall responsibility for sand/salt purchases for winter operations.
Participate in procurement of new equipment including budget preparation.
Participate, monitor and execute on all contracts for work.
Maintain accurate records of labour, equipment, materials, and charges for all work performed.
Review job-costing reports to identify areas of concern and provide recommendations to improve efficiency and revenues.
Oversee equipment and safety training for workers.
Participate in Public Works crew, working on and with equipment for various projects.
