Job Summary


The Public Works Manager is responsible for overseeing the operations and maintenance of public infrastructure projects and services. This role requires strong leadership skills to manage a diverse team while ensuring compliance with regulations and standards. The Public Works Manager will collaborate with employees, contractors and the community, to enhance the quality of public services.

Duties

Manage the planning and execution of maintenance projects including water, sewer, storm and road assets. Make recommendations to the Director regarding potential deficiencies in the infrastructure. Supervise maintenance activities for public infrastructure to ensure safety and functionality. Assisting and implementing policies and procedures for public works operations. Undertake and document regular inspections of roads, lanes, traffic control devices. Prepare reports on project progress, budgets, resource allocation and manage water main flushing programs, and sewer flushing programs. Ensure compliance with environmental regulations and safety standards. Manage and coordinate the Transportation Supervisor & Water and Sewer Supervisor to ensure that all Works and Utilities projects are carried out safely, professionally and utilize the best method, practices to the City Standards. Lead a team of Equipment Operators, Utility Operators, Laborers and Mechanic; provide training and performance evaluations. Manage communication with the public, contractors and other departments to ensure quality service delivery. Ensure the proper water samples and testing is undertaken by the Department to current Government standards. Ensure that adequate safety procedures and training are implemented and followed to the highest standards of the Works & Utilities staff. Discipline staff when required and make recommendations to the Director regarding the hiring, suspension or dismissal of department employees. Coordinate with the Director to carry out the implementation, creation and management of Human Resources issues within the Department for both, in-scope and out-of-scope employees. Maintain a sufficient inventory of equipment, tools and materials to ensure the efficient operations of the department. Prepare payroll and ensure work is correctly entered. Prepare any reports and present all information regarding the status of any projects. Assist the Director with the preparation of capital, operational budgets and long term planning of the Department.

Knowledge, Skills and Abilities

Knowledge of municipal transportation and utility (Sewer & Water) standards, best practices and construction techniques. Knowledge of safety procedures, OHS regulations and WHMIS. Ability to supervise and organize personnel effectively. Customer relations skills.

Transportation

Asphalt, gravel, and sealed road maintenance Dust control Snow removal and ice treatment Asphalt patching, crack-filling and sealing Concrete sidewalk and curbing maintenance, repair and replacement Airport maintenance

Sewer & Water

Maintenance, repair and replacement of water distribution system (Class II) and water distribution facility. Maintenance, repair, and replacement of water distribution system (Class II) including lift stations and lagoons.

Qualifications

Successful completion of Grade 12/GED. A diploma in Civil Engineering Technology or related field would be considered an asset. Minimum of 5 years experience in public works management or a similar role. Strong knowledge of construction methods, materials, and regulations. Excellent leadership and team management skills. Human Resources and/or management training would be an asset Ability to analyze data and make informed decisions regarding project management. Water and Wastewater certification would be considered an asset. Familiarity with budgeting processes
