Applicants are encouraged to self-identify on their electronic applicationUnder the direction of the Manager of Internal and Investigative Services, the Public Education Curriculum Specialist is responsible for providing leadership in the development, design, interpretation and delivery of public fire & emergency safety policy and programs. The Public Education Curriculum Specialist will also assist with providing expert advice and education. This includes the general public, municipal staff, external organizations and other stakeholders who have a mutual interest in Public Safety, mitigation, prevention, and educational programs and initiatives.The Public Education Curriculum Specialist develops educational programs using multiple platforms and data sources including local and regional factors. The Public Education Curriculum Specialist conducts themselves in a professional, competent manner at all times when representing HRFE.DUTIES AND RESPONSIBILITIES

  • Leads curriculum design, development, delivery, and maintenance of municipal fire prevention and public safety education programs. This includes needs assessment, planning and platform delivery in consultation with key stakeholders and executed in accordance with provincial legislation
  • Monitors and assists in the delivery of public education material by other parties.
  • Participates in the development of HRFE and public safety policies.
  • Seeks innovative and evidenced based solutions to further public safety education objectives by working with key stakeholders, developing alternatives and improvements, and making recommendations for approval
  • Produces educational videos and other digital and traditional presentations to inform the public of fire reduction and suppression techniques and public safety strategies and priorities
  • Collaborates with corporate partners to prepare media releases and marketing information to promote education programs, services and activities of HRFE
  • Analyzes fire incident statistics on local loss and injury data to evaluate the effectiveness of fire prevention and public safety public education programs in achieving desired outcomes. Amends programs accordingly to positively impact trends and meet the changing needs of the organization and HRM
  • Leads the development and delivery of public safety education programs for external and internal audiences that compliance tools and techniques, presentation displays, contests, website content, social and traditional media releases, teaching plans, etc.
  • Coordinates, organizes, manages, and participates in related special events throughout HRM.
  • Develops and maintains partnerships with school administration, community groups, corporations, and businesses to collaboratively promote safe community initiatives.
  • Acts as a subject matter expert, providing support and guidance to internal HRFE staff and external stakeholders for the delivery of public safety and fire prevention information.
  • Develops educational aids and promotional materials based on community risk profiles and keeps these aids and materials current for use by operational and support staff in presentations to various stakeholder groups
  • Develops specifications for promotional items and a schedule for the production and distribution of these items.
  • Assists the corporate communications business unit as it relates to fire prevention and safety.
  • Participates in the TAPP C program.
  • Performs other assigned duties as required.
QUALIFICATIONS
Education and Experience:
  • Bachelor\'s degree from an accredited college or university in education or a related field is required.
  • Post-secondary education in marketing, public administration, communications considered an asset.
  • Two years\' experience conducting public presentations considered an asset.
  • Two years\' experience developing & delivering public education programming considered an asset.
  • Experience in e-Learning and innovative engaging practices, including instructional design, media content creation, learner management and Learning Management System (LMS) administration considered an asset
  • Experience in a fire suppression, reduction or prevention environment considered an asset.
  • Ability to obtain NFPA related training.
Technical /Job Specific Knowledge and Abilities:
  • Basic knowledge of the Fire Safety Act, Province of Nova Scotia, The Freedom of Information & Protection of Privacy Act (FOIPOP), The Municipal Government Act & Emergency Management Act Province of Nova Scotia, Applicable HRM By-Laws and the Canadian Charter of Rights and Freedoms
  • Basic knowledge of the HRM Charter, Nova Scotia Building and Fire Codes, Nova Scotia Fire Safety Act, HRM By-laws M200, O109, F100, B400, E100; and related Administrative Orders
  • Thorough knowledge of the current public safety and education programs such as TAPP-C, PUSH, Alarmed and Ready, Ready Set Go, Learn Not to Burn, Fire Wise
  • Knowledge of business-related software and technology, i.e. (FDM, Contribute, Microsoft Suite and Hansen Information System would be considered an asset)\\
  • Advanced knowledge & experience in instructional methodologies and technology-enabled design and learning methods for all age groups and diversity considerations.
  • Proficiency in eLearning techniques and tools for web animation, web graphics, photo editing and audio recording/editing such as Articulate, Storyline, Photoshop, Captivate, Camtasia considered an asset.
