Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Shared Health Emergency Response Services (ERS) provides emergency medical services, patient transport as well as Emergency and Continuity Management across Service Delivery Organizations (SDOs) in Manitoba.

Under the direction of the Director, Emergency Response Services (ERS) Specialty Services & Coordination, the ERS Fleet and Equipment Manager holds a critical Manager-level position responsible for overseeing and managing ERS fleet operations with a budget exceeding $12 million. This role involves extensive coordination, strategic planning, and ensuring the smooth functioning and availability of the ERS equipment and platforms across all of Shared Health ERS This role does not directly manage personnel but is accountable for leading and coordinating ERS equipment, platform, and fleet-related Additionally, the ERS Fleet and Equipment Manager plays a crucial role in liaising with various stakeholders.

Main Functions

  • Research, introduce and influence the implementation of services and equipment that enhance patient and staff safety, mitigate risk, reduce waste and promote efficiencies
  • Collaborate with the Vehicle and Equipment Management Agency to ensure EMS vehicles are maintained in good working order,
  • Develop and manage a budget in excess of $12 million, allocating funds effectively.
  • Provide a lead and coordination function for the entire ERS division, working in a manner that requires collaboration with various teams, departments, and stakeholders to streamline operations and enhance service quality.
  • Participate in discussions at the capital planning table to advance EMS station design and construction projects.
  • Fleet Optimization: Continuously assess the ambulance fleet\'s performance and identify opportunities for optimization, cost reduction, and process improvement. Implement strategies to enhance fleet efficiency and effectiveness.
Experience
  • Experience in a health care environment including:
  • 3 - 5 years of experience in ERS Operations, asset management including vehicles and equipment.
  • 5 years of experience working in a collaborative environment with external and internal stakeholders.
  • Previous experience working within EMS is an asset.
  • In-depth knowledge of vehicle maintenance, repair, and compliance regulations
  • Experience in the delivery of support service such as environmental services, facilities, and/or maintenance.
Education (Degree/Diploma/Certificate)
  • Post-secondary education in a related discipline such as business administration, transportation administration or project management, from a recognized educational institution, or international equivalent.
  • Health care related education is an asset.
An equivalent combination of education, training and experience may be considered.

Certification/Licensure/Registration
  • Active member in good standing of an associated regulatory body as appropriate.
  • Valid Manitoba Class IV driver\'s license, and a current Manitoba Department of Driver Licensing Driver\'s Safety Rating as per Shared Health ERS policy.
  • Must have use of a personal motor vehicle for regular travel within the province.
Qualifications and Skills
  • Demonstrated leadership capabilities. The provincial health system in Manitoba has adopted the
framework. * Several years of progressive experience in fleet management, vehicle operations, or a related field, preferably in a healthcare or emergency services setting.
  • Demonstrated ability to provide leadership, guidance, and direction without direct supervisory authority.
  • Strong interpersonal skills to collaborate effectively with cross-functional teams and stakeholders.
  • In-depth knowledge of vehicles, chassis design, and vehicle standards, particularly as they relate to emergency medical services.
  • Financial acumen and experience managing budgets and allocating resources efficiently to optimize fleet performance.
  • Proficient in the use of ERS technology and equipment.
  • Demonstrated strong mechanical aptitude.
  • Experience with research and analysis processes, possess policy and strategy development skills, with experience in development, implementation and evaluation of projects.
  • Knowledge and understanding of the following are considered assets:
  • The Manitoba Emergency Medical Response and Stretcher Transportation Act.
  • The Manitoba Highway Traffic Act.
  • Applicable Shared Health ERS and Patient Transport care maps and associated documents.
  • the Personal Health Information Act (PHIA).
  • the Manitoba Public Insurance (MPI). commercial policies and practices in relation to fleet and emergency response vehicles.
  • Ability to handle difficult and sensitive situations confidentially using sound, independent judgment within general policy, legislation, and legal guidelines.
  • Experience working with individuals from diverse cultural, social and ethnic backgrounds.
  • Training in Indigenous cultural competence and safety is an asset.
Physical Requirements
  • Must be able to work safely in a typical computerized office environment with frequent meetings at multiple client sites, and to lift and carry items of up to approximately 20 kg.
  • Interruptions to respond to questions are common; dedicated and focused time for planning and concentration can be scheduled.
  • Travel throughout the province requiring a valid Manitoba driver\'s license and use of a personal motor vehicle.
