Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto\'s subway system, to get people where they need to go, better, faster and easier. Our Rail Fleet Maintenance Office is seeking a Manager, Rail Fleet Maintenance to provide strategic leadership and direction in the delivery of safe, reliable, and clean rail fleet that meets or exceeds customer service needs and regulatory requirements.

What will I be doing?

  • Manage, develop, negotiate changes and ensures readiness of GO Transit\'s locomotive, coach and Diesel Multiple Unit (DMU) fleet Maintenance Services Contract and contracts with other railways and suppliers; develops the scope of work, tendering, oversight of consultant assignments.
  • Work with the Rail Fleet Engineering Asset Management (RFEAM) department in the quality assurance and acquisition of new rail vehicles and the maintenance, refurbishment and modification of existing rail vehicles in accordance with the Asset Management Plan.
  • Work with the Rail Fleet Engineering Asset Management (RFEAM) department to monitor the performance of GO Transit\'s locomotive, DMU and coach fleet, identifies trends and performance problems, and takes action to improve through FRB and FRACAS teams.
  • Work with the Rail Fleet Engineering Asset Management (RFEAM) department in the development of capital improvement programs and Asset Management Plan for major component replacement or rebuilds of locomotives, coaches, and DMUs.
  • Work with the Rail Fleet Engineering Asset Management (RFEAM) department in the design, procurement, and installation of new technologies to improve the reliability and maintainability of rail fleets.
  • Manage and liaise with key stakeholder (contractors, operating railways, Transport Canada and the Transportation Safety Board as required) for the investigation of all accidents, on-road equipment failures, delays, passenger complaints, and claims issues.
  • Work closely with all stakeholders (e.g., cross functional business teams, external partners, and vendors) to establish, maintain, and strengthen relationships, build cross-functional relationships, and liaise with internal departments regarding operational issues or improvements.
  • Manage an audit process and produces key performance indicators that ensures the safety, quality and effectiveness of work carried out by contractors, subcontractors and suppliers.
  • Manage and direct both bargaining unit and non-bargaining unit staff and consultants engaged in project teams; delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; monitors work assignments for adherence to timelines and the achievement of contractor performance objectives outlined in contract terms and conditions; develops and implements action plans to address performance gaps.
What Skills and Qualifications Do I Need?
  • Completion of a degree in Mechanical or Electrical Engineering or a related discipline - or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience managing and administering railway/transit maintenance programs and contracts.
  • Knowledge of legal and regulatory requirements and standards established by regulatory authorities (e.g., Transport Canada (TC), Federal Railway Administration (FRA), American Passenger Transportation Association (APTA), American Association of Railways (AAR)) and environmental legislation and the Canadian Railway Operating Rules (CROR).
  • Technical knowledge of commuter diesel or electric locomotives, DMU, coach equipment, or related experience deemed equivalent.
  • Experience in vendor management to manage development and delivery of externally provided products and services and monitor contractor work assignments for adherence to timelines and the achievement of performance objectives outlined in the Agreement terms and conditions.
  • Strong problem solving and influencing skills to establish effective working relationships, negotiate, and deal with a variety of contacts, both internal and external to the organization; along with the ability to gain cooperation from individuals not under direct authority.
  • Knowledge of HR legislation to monitor and manage employees, including experience in the application of collective agreement provisions.
  • Project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants engaged in simultaneous projects and monitor project activities for adherence to timelines, budgets, and project performance objectives.
  • Assets:
  • Certifications, License or Designations in PMP, P. Eng. or similar, Active membership or accreditation in PEO, PMI, or similar association.
  • Experience in various project delivery methods, including tendered contracts, Public Private Partnerships / AFP delivery.
  • Experience in business and strategic planning and Lean Methodologies including TIMWOOD, Control Boards, A3 Problem Solving, 5 Whys, Fishbone Diagrams, PDCA, etc.
