Job Summary

Reporting to the Associate Director, Transportation Operations, the Project Manager, Transportation Operations is responsible for administering and managing all aspects of project management for transportation and municipal infrastructure operating & capital projects for the Transportation Operations business unit.

Education

  • Post-secondary diploma/degree in Civil or Environmental Engineering Technology or a related discipline.
  • Completion of the Drainage Superintendent Course through University of Guelph Ridgetown Campus Business Development Centre or equivalent is preferred.
  • An equivalent combination of education, experience and qualifications may be considered.

Knowledge

  • 10 years of project management experience in areas of planning, and design of capital and operating transportation projects.
  • Working knowledge of the Region\xe2\x80\x99s road design guidelines, Minimum Maintenance Standards O. Reg. 239/02, Ontario Provincial Standards (OPS), MTO Geometric Design Standards, MTO Roadside Safety Manual, TAC Geometric Design Guidelines, Ontario Traffic Manual (Book 7 \xe2\x80\x93 Temporary Conditions), Niagara Peninsula Standard Contract Document (NPSCD), and all applicable legislation and regulations (Occupational Health & Safety Act, Highway Traffic Act, Municipal Act, etc.), and applicable contract law.
  • Sound knowledge of Drainage Act and road maintenance operations is preferred.
  • Computer literacy in MS Office software applications, including Microsoft Project.
  • Certified or eligible for certification as a Certified Engineering Technologist (civil) with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) or equivalent or a Professional Engineer (P.Eng) designation.
  • Project Management Professional (PMP) certification is preferred.


Responsibilities

Plans and organizes the execution and delivery of Transportation Operations annual operating programs and capital projects, verifying designs and coordinating projects with professional engineering consultants and contractors, utility companies, local area municipalities, Ministry of Transportation, railways, government agencies and other levels of government. (40% of time)

  • Manages contract preparation, administration of roadway maintenance operating programs and scheduled and emergency capital/operating projects, and program assets and process equipment projects, ensuring compliance with contract specifications and negotiating changes to contracts such as but not limited to guiderail rehabilitation, railway grade crossing rehabilitation, cross culvert repair and replacement, catch basin cleaning, street sweeping, storm sewer maintenance, municipal drain work within the Regional road allowance, maintenance hole repairs, vegetation management, etc., and inspection and quality assurance of work as required.
  • Coordinates tender preparation, monitoring bid progress/status for the securement of goods utilized within the business unit (i.e. granular and asphalt materials, sodium chloride solid, sodium chloride and alternative brine solutions, etc.).
  • Leads the development and implementation of existing or new initiatives, (i.e. the Region\xe2\x80\x99s Salt Management Plan and Vulnerable Areas Study, Integrated Vegetation Management Plan, Grade Crossing Safety Assessments, etc.).
  • Evaluates and analyzes proposals from consultants for the purpose of retaining engineering, technical and/or operational services, including feasibility studies, assessments, preliminary and detailed design assignments, contract administration and inspection.
  • Coordinates project construction phases and tasks with local area municipalities, contractors, consultants and the public to administer and fully document all project activities related to transportation capital projects.
  • Manages project resources and schedule (including milestones) and identifies project risks and mitigation measures.
  • Prepares and/or signs applications for required approvals, permits, inspections and services.
  • Monitors and evaluates performance of contractors, consultants, and others as appropriate.
  • Prepares reports to Public Works and Corporate Services Committees, other standing committees, researching and assisting in the preparation of reports, including the annual Divisional Statistical Report, to Regional or municipal councils, or more senior levels of government and other agencies on environmental issues and project-specific topics.
  • Prepares designs for municipal infrastructure construction, undertaking design calculations, preparing detailed cost estimates and budgets and providing technical comments on site plans.
  • Reviews and verifies engineering reports, designs, contract drawings and specifications, to ensure compliance with Regional and industry requirements, policies, procedures, and applicable legislation and provides necessary information and input as to operational impacts.
  • Investigates insurance claims for damages on construction projects and reports findings, ensuring contractors, consultants and other 3rd party agencies follow proper processes.
  • Ensures compliance with provisions of various contract specifications, procedures, and applicable legislation.

Manages the activities and performance of engineering consultants and construction contractors, providing work direction, assigning tasks/projects, determining methods and procedures to be used, resolving problems and ensuring results are achieved. (25% of time)

  • Develops project charter and identifies and incorporates stakeholder interests in developing project scope.
  • Assigns work and provides direction on roadway maintenance operating programs and capital projects and programs ensuring proper due diligence and compliance, including providing direction to technical (in-house or contract) staff, consultants and contractors on studies, programs, and operating and capital projects and programs.
  • Communicates and presents project-related information at Regional and local councils, special interest groups, and coordinates with utility companies, area municipalities, conservation authorities, regulatory agencies, railways, and other levels of government (i.e. provincial and federal) as required to promote good public relations and customer service on behalf of the Region.
  • Participates in Public Information Centres and Workshops related to capital projects and assessments, to provide input and communicate operational impacts.
  • Communicates with the public and local businesses through Project Notifications, construction notices and project/construction updates, to promote awareness, good public relations, and customer service on behalf of the Region.
  • Solicits project comments from project team at multiple formal and informal project milestones throughout the design and construction phases.
  • Resolves conflicts encountered on projects, involving consultants, external agency or government representatives, contractors, internal engineering, operations and maintenance staff, the public, and other interested parties, etc.
  • Leads communications to project team and interested parties for after-hours (planned and emergency) work, complaints and requests for service, taking appropriate action and investigating insurance claims for damages on construction projects and reports findings.
  • Sets objectives for project team that align with divisional / department goals and objectives.
  • Monitors performance of third party services and completes consultant/contractor performance reviews and appraisals.
  • Attends review meetings with Regional legal counsel to provide background information on litigations, attending discovery and other legal hearings resulting from construction projects (as required).
  • Directs staff, third party consultants and contractors to complete assignments on schedule and within budget.

Develops, manages, and administers, Capital and Operating budgets and 10 year forecast ensuring support of Council\xe2\x80\x99s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, timely billing and completeness of funding and financial reporting is effectively managed in compliance with corporate financial and capital asset accounting policies and best practices in asset management planning. Authorize and administer the acquisition of goods and services in accordance with the procurement policy.
(15% of time).
  • Authorize, and administer the acquisition of goods and services for the projects and direct reports in accordance with the procurement policy and procedures.
  • Develops project scope and terms of reference for operating programs and capital projects.
  • Allocates project expenditures to the appropriate Tangible Capital Asset as per PSAB requirements and guidelines.
  • Prepares business cases for all capital renewal and renovation projects related to Transportation Operations\xe2\x80\x99 facilities.
  • Reviews expenditure and productivity reports, determining deviations from planned unit costs, accomplishments or budget allocations.
  • Liaise with rail authorities to identify annual and multi-year capital works projects that impact grade crossings on Regional roads, to enable adequate capital and operating funding and develop budgetary forecasts to meet infrastructure needs.
  • Researches third party funding opportunities and prepares funding applications.

Develops internal and external relationships with Transportation Operations staff, various departments, LAMs, residents, and agencies (10% of time).

  • Provides technical expertise, functional guidance and assists existing Operations staff in annual field reviews, identifying deficiencies and improvements to Regional road systems.
  • Represents the Region\xe2\x80\x99s interests related to drainage maintenance and municipal drains throughout the region by reviewing documents and drawings related to municipal drains, providing technical guidance on drainage matters, attending meetings required under the Drainage Act (i.e. site meetings, Court of Revision, Tribunal, drainage Referee, etc) and liaising with LAMs to identify Regional financial responsibilities related to municipal drains.
  • Attends committee meetings, chairs meetings with other special interest groups and approval agencies, represents the Division on various operations, engineering and planning related study teams and committees.
  • Demonstrates tact and diplomacy to obtain co-operation of others while dealing with difficult or specialized issues and situations.
  • Receives, investigates and responds to both internal and external inquires, including members of Regional and Local Councils, the and the general public regarding transportation and municipal infrastructure.

Monitors policies and procedures to ensure compliance, efficiency and effectiveness, identifying opportunities for improvements and providing input into the Section\xe2\x80\x99s administrative policies and procedures related to Transportation Operations capital projects and operating programs. (10% of time)

  • Evaluates effects of updates, changes or new legislation, regulations, policies, procedures or guidelines, new products and materials and technological advancements, recommending and adopting new strategies to address impacts on Regional infrastructure and future priorities.
  • Identifies, develops, researches, recommends and leads opportunities for improving services delivered, ensuring alignment with divisional priorities.
  • Develops and updates specifications, construction contract documents and Request for Proposal templates with a continuous improvement focus.
  • Makes recommendations to assist in the development and/or revision of policies, procedures and levels of service.
