About Us

The Infrastructure Management Section of Public Works is responsible for providing replacement and maintenance related support and service to approximately 2,300 provincially owned assets throughout the province of Nova Scotia. Infrastructure Management supports a wide range of Client requests ranging from Electrical, Mechanical and Architectural replacements as well as Maintenance related repairs and solutions. We are also responsible for the oversight of various Dams and Historical Vessels stationed throughout the province. Infrastructure Management supports a wide range of historical buildings and assets and helps to maintain the provincial diversity and culture these assets represent.

About Our Opportunity

Reporting directly to the Manager of Project Management, the Program Administration Offer 4 (Project Manager) will manage and deliver required outcomes for one or more projects while adhering to all government policies and standards. You will provide direction/development while creating and working within a project management plan. Activities will include project scope development, business requirement analysis, advising on procurement methods, implementation of project management strategies, and resource and capacity management of direct and indirect project resources as they relate to Building Infrastructure (predominantly Architectural, Mechanical and Electrical).

You will manage a diverse and substantial portfolio of projects with a high level of demands and complexity, in a fast-paced ever-changing construction environment. You will be managing client needs and relationships, and responding to emergency issues, such as infrastructure failures, time-sensitive requirements etc.

You will liaise with various levels of staff from a wide array of departments ranging from entry level positions up to and including executive level positions.

Primary Accountabilities

As the Project Manager you will be responsible for the facilitation and execution of building related projects from start to finish. You will be the focal between our Asset Management team, Technical Engineering and Design, Facilities Operations, and our Trades team as it relates to approved and assigned projects. You will build individual project plans consisting of approved project management tools to facilitate communication between stakeholders, to identify and develop scope, to develop schedules, and to deliver comprehensive handovers.

As a member of the Public Works Infrastructure Management group, you will be responsible to manage and maintain a full and diverse portfolio of Construction and Maintenance projects located throughout the province. In addition, scoping, planning, scheduling, tendering, estimating as required for each project within your portfolio. Preparing requests for quotation as required for each project. Facilitating all construction and design meetings. Construction Administration as required. Leading and directing all members within each project group. Supported oversight on Health and Safety as it relates to each project. Creating and maintaining a full and comprehensive close out and handover package. Liaising and interacting with respective client departments, building managers, and tenets.

You will be responsible to report on budgets and forecast accordingly as part of our capital plan program. This may include financial analysis within established procedures. You may be required to develop action and change management plans to address budgetary/operational/ project deviations as they occur.

You will be responsible for tracking and maintaining project development on design and construction elements by way of our forecasting software on a weekly basis. This will include, but is not limited to, finance, schedule, briefing notes, tenders, and awards, etc.

You will coordinate both long term and day to day relations with clients, contractors, consultants, and all members of the project management team assigned to you.

You could be responsible for mentoring, coaching, and training Junior members, students, and new team members.

Qualifications and Experience

A University degree in Engineering or Architecture and four (4) years of direct Project Management experience directly working in building construction, renovation, and maintenance, is required, OR a College degree in Engineering Technology (construction) or Architectural Technician (construction) and six (6) years of direct Project Management experience working directly in building construction and maintenance, is required. A Master\xe2\x80\x99s Certificate in Project Management Professional (PMP), PMP Designation, or Certificate from the Project Management Institute are considered assets.

Comprehensive knowledge of Project Management practices, contract administration, documentation, and project development as well as risk management along with in-depth knowledge of current construction industry standards and best practices is required. You will require a strong understanding of project management principles and techniques, reporting of complex multiyear, multidiscipline high/med/low dollar value projects. Professional maturity to advise on development strategic infrastructure plans and programs, taking into consideration sustainability and cross organizational impacts is necessary.

Working knowledge of current construction materials, methods, processes and practices as well as national construction standards, including regulations and by-laws (e.g. National Building Code).

You will have demonstrated experience working with Microsoft Projects or an equivalent Project Planning software, as well as Excel, MS Office. SAP experience is considered an asset.

You possess exceptional organizational and communication skills (verbal and written), with the ability to work collaboratively on multiple deadlines simultaneously. You demonstrate leadership qualities, have a knack for building relationships with various stakeholders, and hold a high standard for client and customer service. This position faces frequent pressure for deadlines, as such, your ability to multi-task and adapt in fast-paced environments is critical.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Equivalency

An equivalent combination of training, education and experience may be considered. Related equivalencies may include, but are not limited to, an equivalent combination of training/certification and directly related experience in another post-secondary Building Construction, Renovation and Building Maintenance program.

Working Conditions

Most of your time is spent in a combination of an office and construction site setting, with travel between sites. You will have daily contact with various internal and external stakeholders. The scope of this role requires strong abilities in multi-tasking, balancing multiple priorities, meeting frequent deadlines, and making time sensitive recommendations.

  • Normal work week is 35 hours/week, 7 hours/day
  • May be required to work overtime on occasion
Additional Information

A diverse technical background and a firm understanding of the construction industry and principles, a good business sense, and effective skills in risk management are required.

Travel within the province is a component of this position. As such, you must have a valid driver\xe2\x80\x99s license and the ability to travel.

Pay Grade: PR 17

Salary Range: $3,001.65 - $3,525.41 Bi-Weekly
