About Our Opportunity

Do you want to make a difference in the lives of Nova Scotians? We have an exciting opportunity in the Health Information, Performance and Planning division at the Department of Health and Wellness for a Sr. Project Manager.

The Sr. Project Manager is responsible to execute key project management deliverables for Digital Health Programs, within the Health Information, Performance, and Planning division. You will work closely with peers and cross-functional teams on the delivery of emerging strategic digital health initiatives.

Reporting to the Manager, Strategic Initiatives and Portfolio for Digital Health Programs, you will lead the initiation, planning, execution, and delivery of various projects in collaboration with stakeholders and project team members from the Department of Health and Wellness, the Nova Scotia Health Authority, IWK Health Centre and the Nova Scotia Digital Service.

This is a period of significant transformation for our health system, with a complex roadmap of Digital Health initiatives. This position has the opportunity, working with key vendors, business, and technology partners to deliver key projects, and to ensure successful implementation of those initiatives that align with departmental priorities.

Primary Accountabilities

Key accountabilities of the Sr. Project Manager include:

  • Lead, implement and promote the provincial strategic direction under the guidance and direction of the Manager, Strategic Initiatives and Portfolio
  • Establish and maintain working relationships with Department of Health and Wellness (DHW), Nova Scotia Health, IWK Health and Nova Scotia Digital Services (NSDS) teams to support successful project delivery.
  • Collaborate with key stakeholders from DHW, Nova Scotia Health, IWK Health and NSDS to identify and prioritize opportunities to improve and build sustainable system and service delivery.
  • Lead and motivate high performing, dynamic, multi-disciplinary project teams promoting quality work, high levels of customer service in a cost-effective manner.
  • Lead and motivate high performing, dynamic, multi-disciplinary project teams while collaborating with key stakeholders from DHW, Nova Scotia Health, IWK Health and NSDS to ensure quality work, high levels of customer service while identifying opportunities to improve and build sustainable systems and service delivery.
Quality Service Delivery:
  • Ensure a customer service focused approach throughout the project management lifecycle by defining a stakeholder engagement strategy to planning and project communications.
  • Understand and utilize the defined project management processes and policies as defined by the department and partner organizations.
  • Ensure appropriate project performance metrics are determined, monitored, and reported with respect to current practices and documentation, to meet and support the stakeholders needs.
  • Understand and utilize policies, procedures and guidelines that adhere with best practices and support the mandate of the DHW.
Visible Leadership, Partnerships and Relationships:
  • Support the Director, Digital Health Programs and the Manager, Strategic Initiatives and Portfolio with respect to technology projects and alignment with the strategic direction of the province of Nova Scotia and its partners, formal project management practices and reporting, financial planning, and performance measurement of projects.
  • Support other Project Managers, Program Managers and various project leads with education, training, and development of their project management skills, as needed.
Qualifications and Experience

The ideal candidate for the Sr. Project Manager role will have a Bachelor\xe2\x80\x99s degree plus 6 years related experience; or an equivalent combination of training and experience in project management leading medium to large scale projects. A Project Management Professional (PMP) designation will be considered an asset. Experience in healthcare is considered an asset.

Experience in digital health systems is ideal, but experience in other technical project management environments is an asset. Increasingly, our projects are focused on data integration across multiple systems, as well as appropriate access for patients, and health care providers. More agile delivery methods and user-centric product design are key priorities.

Strong knowledge and skills in the areas of Project Management methodologies, project management tools and applications as well as experience in leading teams of staff with indirect accountabilities to other operational units.

Demonstrated problem solving, facilitation and decision-making skills are essential. You enjoy collaborating across functions and organizations, and you can create a path forward, despite differences of opinion.

Must possess superior verbal and written communication skills with the ability to interact effectively and equally with business and technical experts at all levels of government as well as external consultants and vendors.

You are recognized for your outstanding personal and professional credibility and bring a track record of strong relationship building with internal and external stakeholders, including technology partners.

Must be capable of working within an often stressful, time driven environment with the ability to prioritize and execute tasks in a complex and changeable business context.

Equivalency

An equivalent combination of training, education and experience will be considered. Equivalencies include but not limited to:
  • Related Diploma and 6-8 years of progressive project management work experience

Working Conditions
  • Normal work week is 35 hours/week, 7 hours/day (typically the hours are 8:30 AM to 4:30 PM, this may vary depending on operational needs)
  • Typically located in office environment, moderate travel required within and outside the province for meetings, speaking engagements, and to conduct presentations.
  • Most of time spent sitting with frequent opportunity to move, occasional lifting/carrying of office supplies, equipment, or files.
  • Involves a significant degree of sensory attention in assessing information, and/or presenting documents, submissions, both orally and in written form
  • Requires active listening and reading to focus on competing and varied interests and viewpoints of varied stakeholders and providing responses and explaining decisions as required.
  • Fast-paced environment where there are significant pressures from a variety of stakeholders and inputs which are often conflicting, pressure to meet deadlines while juggling operational issues.
  • Must deal with technical and support issues as well as issues raised by various stakeholders in the context of the established program frameworks, may be required to assess and interpret trends through complex and a large volume of information.

Pay Grade: PR 17

Salary Range: $3,091.70 - $3,631.17 Bi-Weekly
