Real Property Services is currently looking to fill positions within the National Capital Area Project Delivery (NCAPD) and Project Management Service Line (PMSL). The NCAPD is responsible for the delivery, leadership and guidance of large-scale office-related property projects in the National Capital Area. As such, it employs technical and project resources on medium and long-term assignments to support the various real property teams. The PMSL assists with the planning and delivery of a wide range of projects such as real property asset acquisitions or improvements, fit-up of accommodation space, construction, renovation and remediation assets (building, bridge, dam, road etc).

The Project Manager - Level II manages all aspects of project development and delivery by supervising the work of teams in the planning, design, construction, commissioning and evaluation of assigned engineering projects characterized as minor level of complexity and value to satisfy time, cost, scope and quality requirements consistent with departmental commitments to the client. This may include small scale new construction or renovation work, fit-up and/or refit work or upgrades to existing facilities, roads or bridges, as examples.

A variety of assessment tools may be used in the assessment of candidates. Also note that certain competencies will be assessed globally. This means that candidates may proceed through all the assessment steps, including the reference check phase at which time a global score will then be assigned that will indicate an overall pass / fail.

Some assessments may be conducted remotely, including teleconference or videoconference assessments.

During the application or assessment process both cheating and plagiarism are considered forms of misconduct and are not permitted. Any person found cheating, including those who help others to cheat, may be subject to removal from the selection process.

Persons are entitled to participate in the appointment process in the official language(s) of their choice. Applicants are asked to indicate their preferred official language(s) in their application.

1. Monitors the review and acceptance of service provider and construction work for assigned projects.

2. Provides strategic real property project management services and advice to internal and external clients; advises clients on alternative strategies; and manages client expectations and industry/government relationships to ensure the objectives of projects with basic complexity are met.

3. Manages resource requirements and budgets for engineering projects. Provides contract administration by preparing contract specifications and documentation for basic level engineering projects through project definition, conceptual development, design, construction and commissioning stages.

4. Advises clients on cost/benefits/risks of various alternative strategies and approaches for engineering project implementation including project delivery and design alternatives; resolves key project specific issues; and provides input to long-term plans ensuring that services conform to the RPS standards, procedures and objectives that relate to project management and government contracting.

5. Contributes to the development of project management policies, guidelines, techniques and standards; and their continual improvement relating to project delivery, and the development and updating of related practices.

6. Prepares contract documentation and specifications for engineering projects. Manages the acquisition of professional service providers (internal/external) for assigned projects of work.

7. Conducts quality assurance and reviews during all phases of service delivery to ensure all objectives of time, costs and quality are being met and satisfy client requirements. Reviews contract documents and project related documents and the work of contractors with respect to adherence to project specifications and terms of reference, and ensures compliance with construction principles, policy requirements and contract regulations. Advises on suitability of materials and technical information and provides recommendations on compliance.

8. Develops engineering project memoranda, feasibility reports, project briefs, and conceptual and preliminary designs, resourcing strategies, risk management analysis, contingency plans, project concepts, designs, implementation plans, cost estimates, budgets and plans and specifications for the planning, design and construction of clients\xe2\x80\x99 real property projects.
