The Real Estate branch combines real estate and land development expertise to create synergies across a diverse portfolio: we own, lease, maintain and operate the City's inventory of real property (land, buildings and facilities). Our branch provides expert real estate services to the corporation and integrates multiple interests so that Council can achieve its vision.
The Land Development section functions as a land developer on behalf of the City of Edmonton by making investments into enterprise and surplus City owned land that is not required for municipal purposes to increase its financial and social value, before sale. To complete this work, we carry out the full range of land development activities from due diligence and planning to construction. Our team manages a diverse portfolio that includes greenfield residential, mixed-use, commercial and industrial land; surplus land; surplus school sites and many more. We also provide expert land development support, advice and recommendations to areas throughout the corporation.
Reporting to the General Supervisor, Land Development Delivery, this position will perform complex administrative and technical work which involves coordination, administration and project management for land development projects to support the redevelopment of City enterprise and surplus lands.

What will you do?
Manage and administer projects by ensuring adherence to scope, preparing reports and estimates required for project tracking and approval of budgets, and ensuring adherence to schedule
Review the work of consultants & contractors, preparing contract documents, and managing all stages of the project
Prepare project plans and estimate resources and risks associated with projects
Coordinate the procurement process by preparing terms of reference, inviting for proposals, evaluating proposals and recommending consultants for Professional Services Agreements and preparing tender and contract documents
Provide updates and reports on project budget, health, status, and schedule to leadership and other stakeholders, as required
Coordinate and direct the work of consultants and contractors by conducting site meetings, inspecting construction and addressing issues with the project engineer
Liaise with consultants, contractors, citizens, different departments, utility companies and other stakeholders in resolving issues with a solutions focused, collaborative approach while minimizing delays to projects
Issue site instructions and change orders; assess value of work completed and process progress claims. Maintain accurate records and files and prepare reports
Be able to manage competing priorities and multiple tasks simultaneously

Qualifications
:Completion of a degree in a related field such as Engineering, Architecture, Landscape Architecture, Environmental Science, or Project Management and a minimum 6 years directly related experience in land development, and land development type construction including project management experience OR
Diploma in a related field such as Engineering, Architecture, Landscape Architecture, Environmental Science, or Project Management and a minimum 8 years directly related experience in land development, and land development type construction including project management experience
Assets:
PMP Certification will be considered an asset
Skills required for success:
Experience in managing land development projects or projects in a closely related field
Demonstrated knowledge of project management principles, construction techniques and practices, City of Edmonton Design and Construction
Standards, other relevant standards and specifications, environmental policies, the City's ENVISO program, and health and safety requirements for municipal developments
Demonstrated knowledge of land development processes from design to close out
Ability to read and understand engineering drawings, specifications and charts as they relate to land development projects. Design experience is an asset
Ability to manage administrative functions including contracts, payments, schedules, forecasts and progress reports for multiple projects simultaneously
Demonstrated ability to effectively communicate and work with a wide variety of stakeholders, including at the section, branch, and City level, as well as external stakeholders such as consultants and contractors, developers and builders, and the public
Experience with procurement of consultants and contractors and management of contracts
Knowledge of the City's procurement processes including preparation of RFP's, Standing arrangements, Professional Servicing Agreements and amending agreements is an asset
High level of initiative in a fast-paced and challenging environment
Ability to coordinate and manage competing priorities so that maximum efficiency is maintained
Strong verbal and written communication skills

Conditions of employment:
Valid Alberta Class 5 driver's licence (or provincial equivalent). Must arrange own transportation to be reimbursed in accordance with the City of Edmonton policy. This may require business auto insurance.

Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
