The Project Lead, Business Operations will coordinate, review and lead project management activities for strategic initiatives within the Infrastructure & Resource Management Section of Solid Waste Management Services Division.


Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Completes advanced research and distills information into a format applicable to senior management.
  • Authors and reviews briefing notes, staff reports, presentations, speeches and other documents as required, often with tight deadlines and politically sensitive topics.
  • Manages assigned projects, ensuring effective teamwork, communication and high standards of work quality.
  • Ensures project benchmarks, deliverables and standards are controlled, maintained and received within the terms of various goods and services agreements.
  • Supervises project team members, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Coordinates the implementation of policies, procedures and tools applicable to contract lifecycle management.
  • Provides input, guidance and technical expertise in the development of City initiatives.
  • Provides input and assists with the development of the Divisional Capital and Operating Budgets, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Collects, analyzes, evaluates and interprets information/findings to develop recommendations for improvement to existing Divisional projects, operating procedures, policies and services.
  • Represents Solid Waste Management Services Infrastructure & Resource Management on various committees, working groups and external events.
  • Coordinates implements and develops tracking tools for projects in the area of waste management operations.
  • Prepares and reviews purchasing call documents such as Requests for Quotations and Requests for Proposal related to services or goods required.
  • Prepares summaries of information/findings using a range of analytical and statistical techniques.
  • Conducts site visits, field studies and analyses collected and available data to determine trends and make recommendations regarding environment, energy and efficiency projects.
  • Assists in the design and facilitation of policies, procedures and processes.
  • Prepares responses, project plans, reports and status updates for senior management.
  • Provides support to the SWMS Contract Management function by assisting with the development of procedures, protocols, work practices and tools to measure/document contractor performance and to document data to support contract management.
  • Assists with identifying deficiencies in contractor\xe2\x80\x99s operations and documents any disagreement in interpretation of the contract.
  • Assists with helping clients to address day-to-day technical contract issues and problems before they may escalate to the level of contract breach.
  • Liaises with members of the public, contractors, City divisions, districts and elected officials to address and resolve issues related to assigned projects.



Key Qualifications:


  • University degree, with preference in Environmental Studies/Planning, Urban Planning, Engineering, Public Policy/Administration or other related discipline, or an equivalent combination of education and experience.
  • Experience in solid waste management, environment, renewable energy, asset management, and/or related fields.
  • Experience in drafting and presenting reports and recommendations to senior level management.
  • Project management experience, managing complex assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests, and resolving conflicts.
  • Experience in the preparation, review and management of contract agreements and procurement documentation, standard operating procedures.
  • Experience utilizing a variety of computerized office systems, including MS Office (i.e., word, excel, access etc.); preparing data analysis and presentation materials.
  • Experience supporting team members, providing work direction, guidance and support to staff.
  • Excellent interpersonal skills and highly developed communication and presentation with the ability to communicate both orally and in writing at all levels of the organization, and with staff, consultants and contractors.
  • Excellent problem solving and decision-making skills with the ability to handle and resolve difficult situations in a professional manner.
  • Ability to work effectively with other employees in a team-oriented environment and carry out instructions with minimal supervision.
  • Ability to exercise political acumen, sound judgment and discretion in dealing with confidential operational matters.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
  • Ability to work both independently and as part of a team, and in collaboration with a wide range of stakeholders/subject matter experts.
  • Knowledge of government structure, policies and decision making processes is an asset.
  • Knowledge of Ontario Statues, including Occupational Health & Safety Act and Regulations, the Collective Agreements and related Labour legislation.
