Your Responsibilities

Reporting to the Manager, Project Management Office, the Project Estimator role is accountable to develop and maintain budgetary to detailed estimates to effectively plan and manage projects as well as develop and maintain standards and procedures to ensure quality estimating practices for capital projects ranging from $50,000 to $250,000,000+.
Key Responsibilities
• Standardize and implement project estimate practices according to AACE guidelines and in alignment to KSPC stage gating process.
• Develop Class 3, 4, and 5 total install cost budget estimates and audit Class 2/1 estimates prior to execution, based on project documentation (specifications, designs, material take-offs, scope statement, execution plan).
• Develop study and planning estimates in collaboration with Study Managers and Project Managers in order to mature projects through the stage/gate process.
• Develop budgetary estimates at project intake as part of the annual and mid-term planning budget process.
• Assist 3rd party contractors, when required, in preparing estimates and audit to ensure estimates are conform to KSPC estimating standards and project documentation.
• Support Project Managers to review and create basis of estimates through the project planning phase.
• Incorporate estimate factors and allowances (e.g., design growth, productivity factors) in consultation with project delivery team.
• Develop and implement qualitative and quantitative risk analyses techniques appropriate for various project types of complexity and size, and the cost estimate maturity.
• Support Project Managers to coordinate project specific risk assessment activities and create quantitative risk analysis in order to define final contingency funding on a project.
• Support in contractor bid evaluations during the RFP process, when required.
• Assist Cost Controller in creation of control estimates, aligned to a defined work breakdown structure and cost breakdown structure.
• Analyze estimating and cost data to maintain the estimating database and continuously improve KSPC estimating practices.
• Ambassador of educating personnel and leadership of cost estimating to continuous improve the knowledge base and understanding of quality estimating practices.

Our company values and recognizes the diversity of the workforce and encourages individuals with the equivalent combination of education and work experience. The ideal candidate will have:
• 3 year diploma/ trade certification with industry related cost estimating experience.
• University Degree -bachelor's degree in engineering, building construction, construction technology, business, economics, accounting, construction management, architecture, computer science, mathematics.
• Preferred certification in Project Management Professional (PMP) or other relevant certification (CMA, SCMP).
• Preferred certification with the Association for the Advancement of Cost Engineering (AACE) and competent with Class 5, 4, and 3 project cost estimating, with experience in Class 2 cost estimating.
• 8-12 years' technical experience, preferably in the construction industry within a heavy industrial process setting.
• 8+ years' technical and estimating experience, preferably in an operational owner's organization with project management experience.
• High-level proficiency in Microsoft Excel, SAP, and proficiency in other Microsoft Office applications.
• Previous experience in using purpose specific estimating software will be an asset.
• Experience in using estimating data platforms and applying the data to locally applicable trades, rates etc..
• Proven ability to build and maintain productive stakeholder relationships.
• Proven ability to manage external to KSPC contract support subject matter experts.
• Demonstrated proficiency in fostering business-focused collaboration, aligning cross-functional teams and driving projects to successful completion.
• Aptitude for facilitating knowledge sharing within teams and across departments.
• Proficient in understanding the business of projects, ensuring alignment of project objectives with overarching organizational goals and delivering measurable value to stakeholders.
• Demonstrated ability in systems-level thinking.
• Adept at leading organizational transformations through change management.
• Proficient in data-driven decision-making and business intelligence, leveraging analytical tools and methodologies to enable informed strategic decisions, optimize processes and drive continuous improvement.
• Possess strong business and financial acumen.
