Job Description

Overview: Individual will need to be a senior project engineer with more than 10 years? experience in oil sands project execution and leadership; individual will need to work independently; strong leadership skills; strong reporting skills. Roles and Responsibilities: Collaborates with the Project Manager and functional groups (Engineering, Project Controls, Supply Chain, Technical & Quality Assurance, HSE, Finance, etc.) to ensure the project scope is delivered on intent, on time and on budget. Leads the development of the Project Execution Plan. Collaborates with engineering contractor(s) in the execution of the project?s engineering deliverables and ensures contractor complies with the client's standards and procedures. Leads the development of project strategies and plans. Leads the development of technical scope of work for engineering services and contracts. Works with EP contractor on the development of the Engineering Design Specifications (EDS) for the Define Stage. Develops and supports development of presentations and materials (technical and non-technical) for the project?s peer and gate reviews. Participates in project?s peer and gate reviews. Identifies and mitigates project risks. Manages the change management process, where required, for the project. Manage technical integration scope between various areas of the project. Preferred Qualification: Licensed Engineer; Professional Engineer (P.Eng.) designation preferred. Strong communication and personal skills, including technical and non-technical report writing and presentation skills. Ability to excel in dynamic work environments and to produce quality, project deliverables in a timely manner. Leads by example and aligns with CNOOC core values and HSE requirements. Strong technical and project management background in executing capital projects for an Oil & Gas owner / operator, or for an EPC company. Competent in all areas of Project Management including, but not limited to: coordination and integration of all project elements; project controls; front end design through detailed design; and execution, including construction, commissioning and start-up. Competent to proficient in front end planning, particularly the Assess, Select and Define. Field experience in construction, commissioning, and start-up of processing/production facilities. Knowledge and application of stage gate processes in the execution of capital projects. Knowledge in contracting strategies, compensation and contracting management and execution. Knowledge in risk management.
