General Accountabilities: The successful candidate will be responsible for initiating and maintaining cost, risk and change data for the Capital Project work portfolio and contribute to project controls improvements within the Project Controls Group.
The role will be an integral part of the project team, and will provide assistance to the Project Managers, ensuring that project cost, schedule and document controls for projects are aligned and maintained. They will also ensure that proper project controls procedures are adhered to in accordance to departmental procedures and governance rules.

  • Engage in the project budgeting, project change management and risk management.
  • Facilitate Risk Workshop and set up Risk Register.
  • Assist with Contingency Calculations and monitoring of contingency use.
  • Provide guidance to align all applicable project control areas such as estimating, cost, units, schedule, change management, and risk by liaising with LoB leads.
  • Coordinate and set up project structures to monitor and control of project data such as: Cost Breakdown Structure, Work Breakdown Structure, project change log, risk register, project production boards for quantity reporting and status updates, etc.
  • Assist with risk assessment and analysis in conjunction with cost estimates
  • Develop solutions to enable Earned Value Reporting and lead the project team in performing Earned Value analysis
  • Prepare monthly status reports and other analysis for projects assigned by the manager and coordinated with other Functional discipline Managers and Leads to ensure the project is executed on time and on Budget or to provide variance explanation where needed.
  • Work with Line of Business leads to identify data sets and establish report formats to produce meaningful project reports for the project team and Management
  • Ensure the execution of change control management follows established procedures
  • Provide quality assurance and adherence to corporate Project Controls procedures and practices
  • Interface with Project Managers, Planners, Project Engineers and other functional project leads to ensure alignment of cost/hours/units estimates and cost/hours/units forecasts with schedules.
  • Assess the effectiveness of change orders against established procedures and regulatory requirements, at the project and program levels
  • Support the Project Manager and Project Team in preparing and monitoring change orders to ensure timely approvals.
  • Other accountabilities on an “as required” basis.

Selection Criteria:
  • Requires a 4-year University degree in business or engineering.
  • Requires an excellent knowledge of English to communicate effectively with others in order to prepare cost analysis, technical reports, etc. and present to stakeholders and to facilitate workshops
  • Requires practical experience in managing program/project cost, schedule, risk and change management. A period over 6 years and up to and including 8 years is considered necessary to gain this experience
  • Demonstrated experience in implementing project structures such that cost and schedule data can be extracted for project reporting and performance measurement
  • Demonstrated experience in facilitating project workshops and producing project Risk Registers
  • Demonstrated experience in managing changes to cost, risks, schedule and scope on projects/programs
  • Experience in facilitating communication on multi-disciplinary teams
  • Experience using SAP and advanced knowledge of excel are a must
  • Experience using Power BI, Acumen Fuse, Primavera P6 and SAGE is an asset
  • Experience with working with databases is an asset
  • Requires familiarity with the investment lifecycle process from project initiation to close out
  • Construction Management experience in a utility environment is an asset. This would include the ability to understand and interpret working drawings and project schedules

Essential Competencies:
  • Excellent verbal, written and communication skills
  • Proficient in the use of MS Office and SAP modules: Finance, Controlling, Project Systems
  • Experience in providing project cost analysis and reporting
  • Experience in Risk Management which includes facilitation of Risk Workshops and preparation of Project Risk Registers
  • General understanding of Project Management techniques (i.e. risk management, critical path method, Earned Value Technique, Change Management, etc.)
  • Strong analytical, decision making and problem solving skills
  • Requires performing a variety of duties under the usual business office conditions
  • Required to travel in support of site meetings for the various projects/programs assigned. This will at times include overnight stays due to distance of travel and to ensure safe conditions for travel.
