Position Overview

The Project Coordinator and Liaison Specialist supports all four of MoveSmart Programs and as well as Traffic Operations to undertake project coordination and develop, implement, and manage the delivery of timely and effective citizen responses. This position participates in City-wide and external task forces, committees, and working groups to deliver integrated partnership initiatives, supports community and stakeholder collaboration and liaison associated with multi-facet road safety and mobility management programs e.g., Automated Speed Enforcement program, receives and responds to inquiries and complaints from the public and elected officials, including concerns regarding road safety, requests for traffic calming measures, traffic by-law amendments, speed limit changes, community safety zones, turn restrictions, parking prohibitions, new traffic signal and stop control locations, leads development review on behalf of Traffic, and leads transportation projects.

Reporting to the Manager, Mobility Management/MoveSmart, this position will liaise with project managers, technical disciplines, external stakeholders, will support consultants and the development of programs by providing expertise for the Traffic Engineering Services Division through planning, coordination, execution, and approval processes. Providing leadership, mentorship, and technical expertise. Responding to stakeholder inquiries and complaints within Customer Service guidelines, and consultation with the public and members of Council, developing strategies for complex highly visible road/traffic related concerns.

Responsible for supporting contract management and traffic management of road safety in support of the City\'s capital and operating programs. Also provides input into the review of development applications and multi-modal transportation projects and presents recommendations to increase operational efficiency and public safety. Responsible for preparing Committee Reports for Council and creating presentations for management to support program updates and progress status.

The position will support the following outcomes:

  • Manages, analysis, assessment, and development of traffic safety regulations in compliance with provincial regulations, telecommunication Act. and Region standards.
  • Streamlines operational efficiencies to facilitate timely response to citizen enquiries.
  • Leads mentorship and enhanced engagement for staff to support communications diplomacies.
  • Creates communications and engagement Standard Operating Procedures for traffic studies and citizens enquiries, enabling staff resources to provide increased advancement of MoveSmart initiatives.
Qualifications and Experience
  • A minimum (4) four-year degree in Engineering, Planning or related field or suitable equivalent.
  • Five (5) years\' experience in transportation planning, including traffic impact studies, transportation master plans, municipal class EA studies, transportation corridor improvement studies.
  • Knowledge and experience in transportation planning, urban planning, policy, traffic engineering, and/or road safety Experience developing and delivering public engagement materials and delivering public engagement programs.
  • Knowledge of traffic engineering and operations principles, project management, contract administration provisions/procedures pertaining to municipal engineering, value engineering, Highway Traffic Act, Accessibilities for Ontarians with Disabilities Act, Ontario Health and Safety Act, Ontario Traffic Manuals, and Transportation Association of Canada Guidelines.
  • Project management and leadership skills including leadership of staff, consultants, vendors, and contractors.
  • Demonstrated superior organizational and project management skills to lead a project or work group, organize numerous tasks, set priorities, and meet deadlines.
  • Exceptional interpersonal, organizational, and analytical skills; excellent oral and written communication skills. Ability to deal courteously and effectively with the Public, Staff, Members of Council, and Consultants.
  • Excellent analytical, problem solving, strategic planning and conceptual thinking skills.
  • Effective negotiation and conflict resolution skills.
  • Demonstrate a track record delivering projects on time and budget.
  • Ability to connect with internal and external stakeholders from varying backgrounds and degrees of experience.
  • Strong report writing and presentation skills and able to work with strict deadlines.
  • Strong organization and time management skills with political awareness and professional tact.
  • Valid Ontario Class \'G\' driver\'s license in good standing with a reliable vehicle for business purposes when required.
  • Ability to work outside normal business hours, as required.
