The Opportunity


Reporting to the City Manager, the Project and Development Manager collaborates with and supports all departments across the organization. The Project and Development Manager leads and coordinates a range of municipal initiatives, including infrastructure upgrades, community development projects, and service delivery improvements. The role actively pursues grant opportunities and funding programs to support project delivery. With a strategic mindset and a focus on the broader needs of the community, the Project and Development Manager is responsible for developing and delivering projects that align with the City Plan/Development Plan.

The Ideal Candidate



The City of Dauphin is looking for a highly motivated and professional person with the following education, skillsets, and qualities:

Post-secondary education in Project Management, Engineering, Public Administration, Urban Planning, or a related field. Project Management Professional (PMP) certification or equivalent is an asset. Minimum 3-5 years of project management experience, preferably in a municipal or public sector setting. Strong knowledge of project management methodologies, principles, and tools. Excellent skills in communication, negotiation, organization, and stakeholder engagement. Demonstrated ability to interpret and apply Manitoba municipal legislation and navigate provincial and federal funding programs. Solid understanding of rural and small-town municipal dynamics in Manitoba. Proven ability to manage multiple projects and competing priorities in a fast-paced environment. Self-motivated, resourceful, and committed to maintaining a high standard of professionalism. Ability to work independently and also collaboratively with colleagues, the public, and individuals in leadership roles. Ability to work regular office hours, plus flexibility to work some evenings and/or weekends as required, especially during the delivery of time-sensitive projects. Proficiency in Microsoft Office and project management software (e.g. MS Project, Trello, or equivalent). Valid Class 5 Manitoba driver's license.

Proven experience in project management with a focus on development projects. Strong understanding of PMBOK principles and methodologies. Experience in change management practices is highly desirable. Background in IT project management is a plus. Demonstrated ability in product development processes. Excellent risk management skills with a proactive approach to problem-solving. Proficient in program management techniques with experience managing multiple projects concurrently. Strong team management skills with the ability to motivate and lead diverse teams effectively. Exceptional communication and presentation skills, capable of conveying complex information clearly.

Duties:

Plans, executes, and monitors municipal projects from initiation to completion. Manages procurement processes and oversees contract administration for projects. Develops and maintains project scopes, budgets, timelines, and risk assessments. Tracks project performance metrics and implements corrective actions as needed. Leads the development and implementation of standardized project management practices across the organization. Coordinates with internal departments, contractors, consultants, and stakeholders to ensure efficient, timely, and cost-effective project delivery. Identifies service, infrastructure, and resource gaps in collaboration with internal departments and proposes projects to address these needs. Prepares grant applications and funding proposals to secure external resources. Contributes to the development and implementation of long-term strategic and capital plans. Ensures that all projects align with the City's vision, values, and growth objectives and the City Plan/Development Plan. Facilitates community consultations, workshops, and engagement activities to gather input, build consensus, and provide project updates. Ensures project compliance with applicable municipal, provincial, and federal legislation. Advocates for partnerships, funding opportunities, and policy changes to support project objectives and community priorities. Where applicable, liaises with City-affiliated organizations regarding projects and grant opportunities. Prepares and delivers reports to Council and Senior Management. All other duties as assigned.
