Blood Ties Four Directions Centre is seeking a Program Manager Position Overview: The Program Manager provides guidance and direction to front line employees at Blood Ties who are delivering outreach, supports, and case management in harm reduction, health and wellness, and housing services for people who use substances, people experiencing housing insecurity, people living with HIV/Hep C, and people experiencing mental health concerns. The Program Manager will work closely with front line staff, the Supervised Consumption Site Team Lead, and the Executive Director to oversee programs including mobile outreach services, a drop-in centre, group and 1:1 wellness supports, health and housing navigation, housing loss prevention supports, property management, and communications coordination with community partners.
Key Duties of the Program Manager include:
  • Providing guidance, support, and direction to all front line employees of Blood Ties Four Directions who are delivering outreach, supports and case management in regards to harm reduction, housing, and health and wellness to people who use substances, people experiencing housing insecurity, people living with HIV/Hep C, and people experiencing mental health concerns.
  • Recruiting, hiring, and onboarding new staff.
  • Keeping staff training, policies and procedures up to date with best practices regarding support services and harm reduction.
  • Working closely with the front-line team to manage and support the drop-in program, health and housing navigation program, and outreach program at Blood Ties Four Directions Centre, including delivering front-line services as needed.
  • Working closely with the front-line team to manage and support the Steve Cardiff Tiny House program, Landlords Working to End Homelessness program, and an after hour\xe2\x80\x99s emergency housing support line for late night and weekend housing-client related crisis or emergencies, including delivering front-line services as needed.
  • Recruiting, hiring and providing guidance and direction to all casual Harm Reduction Workers on the Outreach Van.
  • Working two evenings per month on the Outreach Van delivering mobile harm reduction services.
  • Compiling program evaluation and reporting for all front-line Blood Ties Four Directions Centre and Outreach Van programs.
  • Providing direction and guidance to front-line service providers in complex and high-acuity situations.
  • Developing and maintaining partnerships with community partners, including service providers, non-profit organizations, First Nations governments, and Yukon government programs serving marginalized populations in Whitehorse.
  • Participating in the creation and roll out of a coordinated access framework for housing allocation and support in Whitehorse.
  • Providing guidance and support with the Lived Experience Advisory Group and other roles for people with lived and living experience of substance use at the agency.
  • Providing support and guidance to front line workers in managing their program budgets and meeting program objectives.
  • Working closely with the Supervised Consumption Site Team Lead to oversee the operation of the Supervised Consumption Site, including delivering front-line services as required.
  • Overseeing the operation of a case management software program, including liaising with the software company, training staff, and addressing any issues.
  • Being available to assist with after hours emergencies as required.
  • Assisting with financial reporting.
  • Assisting with grant applications.
The Program Manager will work closely with partner organizations to ensure that mutual clients are receiving coordinated and effective support and that client case management plans are complete and required supports are identified and provided. The Program Manager works closely with the Executive Director in executing the mission and programs of Blood Ties. Preferred Qualifications:
  • Experience providing guidance and supervision to staff, students or volunteers
  • Experience in delivering case management and support to people who use substances, people experiencing housing insecurity, people living with HIV/Hep C, and/or people experiencing mental health concerns
  • Experience in delivering harm reduction programs or working in a harm reduction environment
  • Experience coordinating and delivering health- and wellness- related activities or programs
  • An understanding of the principles of harm reduction and a non-judgmental approach to substance use and housing first principles and programs
  • Experience working with Indigenous people and communities
  • Awareness of the importance of cultural safety and trauma-informed care
  • Ability to set and maintain boundaries in complex situations
  • Experience managing a budget
  • Experience writing funding applications preferred
  • Experience developing financial reports and program reports preferred
  • Post-secondary education in the Social/Human and/or Health Services field or relevant combination of work and experience
  • A valid driver\xe2\x80\x99s license
  • Current standard First Aid and CPR
