The Program Manager (PM) position exists to cultivate and manage partnerships with WV entities, donor and partner representatives, working closely with them to design programs, grow and diversify funding from the Government of Canada, Multilaterals, Foreign Governments, Foundations, and other institutions and to concurrently manage programs as WVCs main conduit to the field.

The Program Manager (PM) exists to promote WVC\xe2\x80\x99s sectoral and geographic expertise to build and profile WVC\xe2\x80\x99s technical brand, support field needs and influence funding initiatives, while ensuring effective stewardship of all field resources to ensure value for our programs with optimal beneficiary impact. Through close collaboration with marketing colleagues, the PM supports the acquisition of private funds by providing programmatic support and insights and identifying fundable opportunities in the field.

Duties and Responsibilities:
Build WVC\xe2\x80\x99s influence as a credible thought and action leader, with internal and external stakeholders, donors and partners:

  • Identify, cultivate and maintain effective working relationships with donor and partner representatives, which includes leading/supporting (dependent on where the engagement is taking place) engagement efforts in Canada and the field within a defined engagement strategy. This will include objective setting, meeting preparation and execution, as well as working with multiple stakeholders to develop collateral for external audiences.
  • Promote WVC\xe2\x80\x99s programmatic, technical and geographic expertise alongside Advocacy and Government Engagement Department and technical teams, with the public, donors and partners, including major and middle donors, engaging them in person as required.
Generate income to support WVC\xe2\x80\x99s objectives to grow and diversify funds from the public, institutions, foundations, corporate partners etc.:

  • Identify opportunities to diversify funding in the field by engaging with Program Managers and Field Offices in a proactive and opportunity seeking manner, actively preparing brief concepts for consideration by public and private funders.
  • Manage preparation of project proposals managing all components of the process (including proposal development workshops as needed), coordinate proposal development teams to ensure support and engagement of internal and external stakeholders and lead the writing and editing of proposal document submissions.
  • Support World Vision Canada\xe2\x80\x99s efforts in collaborating with project partners and negotiating respective roles and responsibilities.
  • In close collaboration with the Program Finance, Compliance and Risk Management, and the Legal Team, negotiate contract documents with Support Offices and Field Offices.
  • Cultivate and maintain knowledge of assigned WVC portfolios, strategies and technical capacity, including as they relate to Fragile Context Programming.
  • Ensure information tracking systems are up to date with relevant information regarding funding opportunities and submissions, approvals, partner/donor engagement, development program engagement etc.
  • Engage with marketing teams to support the acquisition of private funds by providing the necessary contextual information, training teams that engage with donors, supporting marketing trips and by engaging directly with donors through presentations and high net worth donor pitches.
Steward WVC resources to ensure the most value for our programs with the highest impact while managing risk across the portfolio of assigned countries:

  • Ensure strategic alignment, integration and program quality of WVC investments.
  • Provide strategic direction and overall management to projects to ensure delivery of project results on time and on budget and impact through effective engagement with Program Managers, M&E, Communications, Marketing, field partners, donors, and other stakeholders.
  • Working alongside Compliance and Risk Management team, ensure compliance with donor regulations and organizational guidelines.
  • In close collaboration with Program Finance, monitor project finances, expenditure, cashflow, recovery of overheads, and manage financial risks to ensure effective and efficient program and project implementation.
  • Manage risk across the portfolio through the Risk Monitoring and Accountability Framework (RMAF), developing and engaging with Field Offices on risk mitigation plans as a part of the management approach.
  • As needed, support Field Offices by organizing field visits, participating in national and regional planning meetings, monitoring project activities, etc.
  • Facilitate key training/orientations/refreshers with regional and field offices. These capacity needs will be identified through the strategic conversations and bilateral field office engagements.
Qualifications required:
  • University Degree (Masters preferred) in a field related to international or community/social development including business development.
  • 5-10 years of relevant experience, including in overseas locations.
  • Thorough understanding of donor requirements, guidelines, and priorities of Global Affairs Canada (knowledge of other institutional donors including multilaterals considered an asset).
  • Demonstrated skills and capacity in proposal development and grant management.
  • Demonstrated ability to work cross-organizationally and cross-culturally to ensure alignment and realization of strategic goals.
  • Demonstrated ability to take initiative with confidence and sound judgement while managing several moving parts simultaneously.
  • Expectation of international travel of approximately 2-4 trips per year, including potentially to high-risk environments.
