Under the direction of the Dean, School of Access & Continuing Education and in co-operation with Divisional Staff and community partners, this position is responsible for developing, programming, coordinating and supervising professional development, career/vocational and general interest courses and programs in Prince George. This position is a leadership position that provides quality decision making and guidance, reflecting community, client and institutional needs, for specific projects. In addition, this position is responsible for developing, planning and evaluating a variety of projects and course ideas at CNC with accountability to both internal and external partners always with appropriate community, faculty and administrative supports. This position is responsible to develop and co-ordinate sufficient courses and projects to justify the workload and for the complete cost recovery of all related delivery and administrative costs. Must be able to work flexible self-directed hours (per criteria as set out in current C.A.) as required by delivery needs.
Specific Duties
  • Coordinating the development of new courses and programs, including researching community needs, creating partnerships, working with faculty/curriculum designers and college departments, and bringing proposed programs through Education Council.
  • Liaise with community groups and members, as well as College personnel to identify and develop course and program ideas, prioritize and determine activities the college will pursue.
  • Document project and course objectives and appropriate content, with the required community, faculty and administrative support and resources
  • Develop project and course budgets, negotiate budgets with internal and external partners.
  • Consult with instructors re: availability and requirements.
  • Perform prescribed tasks of faculty / staff recruitment, training, development and maintenance processes, such as identifying potential faculty through community and faculty processes and consultation, working with community/faculty to identify preferred qualifications, making arrangements with faculty for offered positions; ensuring faculty are informed about divisional administrative processes relevant to their educational activities
  • Communicate with community partners, instructors and students regarding project and course changes such as dates, times, locations, promotional activities, budgets, cancellation policies and decisions and other administrative issues arising
  • Create and facilitate progressive relationships between the employment community, students and the College
  • Open, monitor and close projects and courses, conduct administrative project program and course evaluations processes in preparation for the evaluation of the project or course.
  • Assess administrative components of activities and provide appropriate advice as required.
  • Review course/administrative evaluation feedback and prepare recommendations in consultation with the community, faculty and administrative team regarding programs, projects and courses
  • Prepare long range enrolment and financial projections
  • Prepare regular financial, enrolment and other performance reports
  • Ensure project and course administrative requirements are complete
  • Assess industry and community training and educational needs, with appropriate community expertise, faculty and administrative supports to determine detailed course objectives, process and outcomes
  • Performs specific training needs assessments in support of contract training development
  • Research industry standards and requirements
  • Research labour market data
  • Research, prepare and write proposals to meet contract training, seminar and conference opportunities in consultation with appropriate institutional and community resources with final approval vested with the appropriate manager
  • Attend internal and external meetings, communicate with internal and external partners and advise as appropriate regarding direction, opportunities, policy and procedures affecting project and course delivery
  • Being a part of a team actively engaged in contributing to and accomplishing the vision, mission, and goals of the College and in supporting the aspirations and needs of our learners and communities
  • Promoting a positive work atmosphere and communicating in a professional manner that demonstrates mutual respect with students and colleagues
  • Other related duties as assigned.

Skills & Qualifications
  • Bachelors degree in Business/Commerce or Adult Education or equivalent combination of training and experience may be considered.
  • Minimum of five years relevant experience in business or project development or similar field.
  • Demonstrated community-based activities/experience at the para-professional level as a minimum
  • Knowledge of adult and community education philosophy and process
  • Experience working with international students
  • Proven ability to effectively manage all resources for project completion
  • Proven skills in investigation and research
  • Working knowledge of training needs assessment processes and development
  • Working knowledge of industry, business and community resources
  • Proven ability to exercise organizational and routine supervisory skills
  • Ability to motivate others to maintain quality services in a constantly changing environment
  • Successful completion of the Certified Program Programmer program or a commitment to complete within one year
  • Excellent oral and written communication skills, written skills must be demonstrated
  • Excellent organizational skills
  • Ability to work independently and meet demanding work schedules and timelines
  • Proficient in appropriate technological resources
