Reporting to the Manager, Trades Programs, and under the general direction of the Trades Management Team, the Program Coordinator for the ACTION Project leads the implementation of the Apprenticeship Completion Training, Innovative Opportunities & Networking (ACTION) Project. Funded by Employment and Social Development Canada (ESDC), the project aims to address gender disparities in Red Seal trades by enhancing opportunities for women in the Construction and Manufacturing sectors of British Columbia's southern interior. The coordinator's responsibilities include designing, implementing, and evaluating initiatives to support female apprentices, such as events, programs, and the Trades Mentorship Online Platform. They oversee project activities, marketing campaigns, relationship-building with apprentices and mentors, and the administration of federal funding, working toward increasing female participation and retention in apprenticeships while fostering long-term industry transformation.
Functions and Duties
1. Prepares plans, budgets and reporting outlined by the Objectives, Activities and Expected Results (OAR) document, according to established policies and procedures, for the approval by the Trades Management Team relating to the ACTION Project.
2. Develops and implements a Trades Mentorship Online Platform; reviews mentorship platform options, providing recommendations to the Trades Management Team, works with the chosen vendor to implement and administer the platform, including recruiting and advising mentor and mentee participants.
3. Plans, schedules, designs, develops, and coordinates ACTION Project or related events, frequently in collaboration with Program Administrators and/ or the Departmental Assistant, and/ or working with the Trades Client Services Assistant, ACTION Project.
4. Implements the ACTION Project budget; monitors expenditures and adherence to financial processes and procedures, submission timelines and requirements including compliance to contract conditions and targets, required formats, guidelines, agreements and reporting and maintains statistical data including trends, forecasts and projections.
5. Responsible for monthly reconciliations of project expense transactions and reporting actual activity to project budget lines. Prepares monthly project financial progress reports, including expense variances and forecasted remaining spend; monitors and notifies the Trades Management Team to mitigate the risk of any unbudgeted expenditures and to ensure project resources are used appropriately; makes recommendations for variance to budget or project process adjustments.
6. Liaises with OC Financial Services and ESDC agents to ensure project compliance with processes and procedures; responsible for coordinating funding payments and providing the needed supporting documents.
7. Designs a detailed database for recording and tracking confidential female apprentice and mentor information; cross references to existing internal student information and registration systems, including enrolment, transition to apprenticeship and apprentice progression, information on key groups.
8. Works with community and corporate partners to propose, negotiate, execute and process agreements for delivery of the ACTION Project.
9. Works collaboratively with other Portfolios, institutions, organizations, and businesses to deliver and evaluate Project programs and initiatives.
10. Liaises with businesses, service providers, government and Indigenous organizations, school districts, secondary schools and not-for-profits in the region to answer queries and respond to requests regarding females in apprenticeship trades training and exposure to trades careers.
11. Interacts with students and mentors to provide general policy, admission and registration information on females in trades and apprenticeship programs and initiatives either by telephone, electronically and in-person.
12. Evaluates Project effectiveness and recommends modifications, improvements, new or revised goals and objectives to the Manager, Trades Programs and the Trades Management Team.
13. Prepares non-bargaining staffing forms for instructors in new and existing courses, projects or events.
14. Organizes female apprentice representation and mentor participation in programs and at events, working with Program Administrators on budgets, resources and logistics, as appropriate, and participating in Program Administrator monthly meetings.
15. Organizes Chair participation in programs, events and initiatives supporting female apprenticeship in Trades, as appropriate.
16. Ensures Project apprentices, mentors or participant concerns, complaints and suggestions are addressed in a timely fashion, involving the Manager, Trades Programs, as required.
17. In cooperation with the Trades and Apprenticeship Team, College Relations and Recruitment and Enrolment, develops and supports implementation of promotional plans for the Project, including through social media, web pages, print media, networking events or other activities, which may include evening or weekend events or other activities.
18. Assists in developing, updating and reporting on short and medium range plans to support female participation in Trades and Apprenticeship programs.
19. Collects, maintains and analyzes statistical information on Project participation and expenses.
20. Performs other duties as assigned.
Education and Experience
Degree preferred in a related area, with particular emphasis on technical writing, project or event management and/or equity initiatives. 2 to 5 years' related experience, preferably in a post-secondary education environment utilizing commonly used student information, registration and finance systems.
Skills and Abilities
Demonstrated capacity to work effectively in a collaborative team environment, and in taking initiative with limited supervision/direction.
Ability to deal tactfully and diplomatically with internal and external contacts.
Experience in working with underrepresented clients.
Must be flexible, extremely detail-oriented and able to manage high work volume and conflicting priorities in order to meet deadlines.
Demonstrated project management skills.
Strong written and verbal communication skills.
Creative problem solver.
Strong budgeting and analytical skills.
Proficiency in using Microsoft Office and complex databases, to generate and analyze reports.
Experience with supporting equity initiatives; ideally, with supporting females in trades.
Experience in event management.

Schedule
Schedule will be Monday to Friday and not exceed 35 hours per week. Specific hours will be determined upon discussion with designated supervisor.
Opportunity may be available for limited remote work. Successful candidate will need to be available for evening events and able to travel to events outside of Kelowna.
Annual Salary/Hourly Rate
Range $68,994 to $101,191. Typical Hiring Range $82,793 to $91,992.
