About Us

The Land Protection division of the NS Department of Agriculture is responsible for the management and maintenance of the provincial dyke system in four main regions for agricultural purposes under the Agricultural Marshland Conservation Act. The four regions are Colchester, Cumberland, Hants and Western: having a total of 81 marshes, 240 km of dyke and 250 aboiteau. The dyke system protects 17,000 hectares of marsh. In addition to protecting highly productive agricultural land, the dyke system protects high value assets such as highways, communities, railway, windmills and cultural sites. This provincial dyke system is considered critical infrastructure.

Reporting to the Manager of Capital Projects, the Program and Planning Coordinator will be responsible for preparing procurement documents for various projects within the Division.

Primary Accountabilities

Duties:

  • Reviews and provides oversight of proposed projects, including project planning, budgeting, forecasting and operational plans for the team.
  • Provides procurement solutions by determining the appropriate procurement method for all works of the Resource Sustainability Division
  • Provides pricing information and historical data to assist with budgeting and tender preparation. Conducts basic financial analysis of quotations/proposal submissions
  • Provides oversight of agreements and legal documents to ensure internal policy processes are followed
  • Oversees approved projects to ensure compliance with relevant program funding requirements and tender conditions
  • Advises on human resources, financial, records management, administrative, procurement and occupation health & safety requirements of the team
Qualifications and Experience
  • 2 years Planning Technician course plus 6 years related experience; or an equivalent combination of training and experience may be acceptable.
  • Certificate in business/project management and/or equivalent training and experience.
  • Familiarity with Provincial and Federal regulatory requirements, policies and consultation requirements and their applications
  • Demonstrated proficiency in MS Office, SAP and Ariba
  • Ability to work within a team environment, and independently

Pay Grade: TE 16

Salary Range: $1,676.67 - $1,952.20 Bi-Weekly
