Procurement Specialist

About the Opportunity
This is not your average procurement role. As a
Procurement Specialist
, you'll be a trusted advisor and strategic partner, leading complex, high-impact procurements for capital projects, construction services, and large-scale service agreements.
You'll be the go-to expert for end-to-end procurement processes, from designing procurement strategies and creating robust RFPs, RFQs, and ITTs, to evaluating bids, negotiating contracts, and supporting contract management. Your work will ensure compliance with trade agreements, procurement law, and public-sector best practices, all while delivering value and mitigating risk for critical capital projects.

What You'll Do
Lead and execute complex procurement initiatives for construction and capital development projects.
Develop procurement strategies aligned with delivery models (Design-Bid-Build, Design-Build, Construction Management, Integrated Project Delivery).
Advise internal teams on procurement planning, construction market trends, risk allocation, and contract structuring.
Draft and review detailed solicitation documents (RFPs, RFQs, ITTs), technical specs, evaluation criteria, pricing models, and contract terms.
Manage competitive bidding processes including site visits, addenda, and vendor briefings, ensuring transparency and fairness.
Guide evaluation teams through defensible, criteria-based assessments.
Support contract negotiations covering pricing, timelines, warranties, and performance incentives.
Collaborate with legal, finance, project managers, and external consultants to ensure alignment and risk mitigation.
Oversee insurance, bonding, warranties, and contract closeouts.
Advise on contract interpretation and change management during post-award phases.
Drive continuous improvement in procurement processes, templates, and tools.
Mentor colleagues and contribute to building procurement knowledge across the organization.
About You
You're a mover and shaker--a proactive professional who takes initiative and loves to see projects through from strategy to execution. You have a strong background in
procurement for construction, oil and gas, industrial, commercial, or large-scale residential projects
and ideally, you're familiar with public-sector procurement rules.
You're analytical and data-savvy, with experience pulling reports and leveraging procurement analytics. You're driven, organized, process-oriented, and a natural collaborator who builds strong relationships across departments and with external partners.
What You Bring
Post-secondary diploma in business, supply chain management, or a related field.
Minimum 5 years of procurement experience, preferably in construction or capital projects.
Public-sector procurement experience is a strong asset.
Understanding of alternative construction delivery models and contract types.
Familiarity with trade agreements and public procurement laws.
Strong technical skills: MS Office Suite, Yardi, Alberta Purchasing Connection (APC), Bids & Tenders, SharePoint, Adobe Acrobat.
Knowledge of technical writing and specification drafting.
Understanding of insurance, bonding, and risk management in procurement.
Ability to hit the ground running, communicate effectively, and manage competing priorities.
SCMP, PMP, or other supply chain or project management designations are assets.
Valid driver's license, personal vehicle, and insurance for occasional travel.
