Job Summary

Reports to the Manager, Procurement. Under technical and administrative direction, performs entry level professional work in procurement, public procurement policy, regulatory compliance, and centralized procurement activities. Performs a variety of assignments which include, but are not limited to, procure-to-pay (P2P), low value procurement of goods and services, P-Card Administration, and general administrative duties for the Department.

Duties & Responsibilities

Responds to inquiries and communicates with City staff and suppliers on a variety of public procurement topics and/or issues; provides guidance, advice, and direction on the corporate purchasing policy and protocols. Ensures the timely procurement of low value goods and services in accordance with the corporate purchasing policy and protocols, Trade Agreements, and public procurement guidelines. Plans, administers, and supports procure-to-pay (P2P) process, conducts comprehensive reviews of purchase requisitions for policy and regulatory compliance. Issues purchase orders within delegated authority, monitors purchase orders, and expedites delivery. Develop, recommend, and implement blanket or strategic purchase orders to assist with efficient and effective procure-to-pay (P2P) processes. Orders and maintains office supplies for the Department. Investigates, troubleshoots, and resolves procure-to-pay (P2P), purchase order (PO), goods receipt (GR), invoice (IR), or payment issues. Coordinates and administers the Corporate P-Card Program; review, issue, and monitor P-Cards in accordance with the City's P-Card Policy and Procedure. Create, modify, suspend, or cancel P-Card holder accounts as required/appropriate. Develop, coordinate, and facilitate Corporate P-Card training programs. Monitors P-Card activity for compliance with policies and procedures and usage patterns; investigates unusual patterns and analyzes expenditures; reviews and actions statistical data. Monitors contract expiry dates, uploads required documentation to eSourcing platforms and/or SaskTenders website; distributes documents to other departments within the City of Saskatoon as required. Maintains the Department's record management system including assigning, maintaining, and archiving all Department files and coordinating retention schedules. Acts as the Department administrator for Documentum and SharePoint applications. Create, maintain, and distribute various monthly reports. Preparing, processing, and verifying payroll, vacation, and benefits data for the Department. Performs various administrative duties such as photocopying, preparing and sorting mail, recording Department correspondence, and may be required to take meeting minutes. Perform other duties as assigned which are directly related to the major responsibilities of the job.

Qualifications

Education, Training and Experience Requirements:

Successful completion of a one-year post-secondary Business Certificate program from an accredited college or university. Diploma in Supply Management from Supply Chain Canada (SCC) or Public Sector Procurement Program (PSPP) Certificate from The Procurement School is considered an asset. 2 to 3 years' experience in Supply Chain Management with demonstrated ability in procure-to-pay (P2P). 2 years of relevant experience using an ERP/MRP replenishment system.

Knowledge, Abilities and Skills:

Ability to work collaboratively and gain knowledge from internal and/or external stakeholders and become a functional area leader for business process change. Demonstrated organizational skills and is self-directed. Demonstrated ability to educate others with a willingness to share information. Experience in a public sector procurement is an asset. Knowledge of a variety of products and sources of supply. Knowledge of procurement principles, methods, and procedures. Demonstrated ability to analyze information and exercise good judgement. Ability to deal courteously, tactfully, and effectively with suppliers and civic staff. Demonstrated skill in the operation of Office Suite and Enterprise Resource Planning (ERP) software (i.e., SAP, Oracle, Microsoft Dynamics 365, etc.) Ability to work with minimal supervision. Demonstrated ability to adapt to rapidly changing situations and conflicting priorities while maintaining a high degree of professionalism. Ability to work both within a team environment as well as independently. Demonstrated decision-making and problem-solving skills are required. Excellent listening, verbal, and written communication skills with the ability to facilitate meetings with business areas and suppliers are required. Ability to manage critical priorities and maintaining integrity of output.

Salary Range:

$59,785.68 to $65,913.60 CADper annum (2025 rates)
