Description:

The Privacy Advisor is a professional position reporting to the Director, Privacy Investigations and Privacy Impact Assessments. The position plays a key role in a variety of functions within the Information and Privacy team supporting the vision, mission and business plan of AHS and various stakeholders to meet a shared accountability for privacy program responsibilities. Working with minimal supervision, the position is responsible for bringing professional privacy expertise to various activities: Determine whether a privacy incident merits investigation and constitutes a breach of the Health Information Act, the Freedom of Information and Protection of Privacy Act, or AHS Information Management Policies. Lead a privacy investigation and consult with managers, human resources, and other stakeholders including IT Security Compliance, Patient Relations, Medical Affairs. Communicate difficult concepts that may require researching and interpreting privacy legislation, OIPC findings and orders. Work collaboratively with teams to ensure all aspects of privacy program management are met. Summarize complex or high profile breaches for senior management awareness. Provide privacy expertise for collection, use, disclosure and protection of health and personal information and identify required safeguards. Provide advice and recommendations that demonstrate risk mitigation strategies for privacy impact assessments and affiliate relationships. Work collaboratively with other service departments such as Legal, Information Security, Health Information Management and Human Resources to ensure the best customer experience for key stakeholder groups. This position may qualify for hybrid or remote working arrangements. The incumbent must be able to attend AHS sites in Calgary when required for in-person meetings.

Required Qualifications: A minimum of four (4) years related information, privacy investigation experience in a private or public sector environment or in an organization of significant size, complexity and diversity. A working knowledge of information privacy principles with specific knowledge of Alberta\'s Health Information Act (HIA), Freedom of Information and Protection of Privacy Act (FOIP) and other similar access and privacy legislation is required. A post-secondary degree in Legal studies, Information Management or Business/Public Administration. The ability to understand and interpret legislation and apply it to privacy compliance is required. Equivalencies will be considered on the basis of one year experience for one year education or one year of education for one year of experience. Additional Required Qualifications: Experienced in privacy, legal, legislative research and interpretation, investigative practices, mediation, data analysis is preferred. Experienced with conducting privacy investigations and assessing privacy program risk. Demonstrated skills with customer service, relationship building and networking, effective communication, problem solving and consultation, with a keen eye for detail and respect for confidentiality. Knowledge of data evaluation methodologies, and report development is preferred. Ability to negotiate with and handle demanding clients, tight deadlines and apply project management experience. Preferred Qualifications: Certified Information and Privacy Professional (CIPP/C) designation. Certified Information and Privacy Management (CIPM) designation. Canadian Information Access and Privacy Professional (CIAPP). Completion of the University of Alberta IAPP Program. Knowledge of how Alberta Health Services functions with other organizations such as Covenant Health and the Ministry of Health.
