Port Captain - Regulatory & Compliance

The Port Captain - Regulatory & Compliance is accountable for the regulatory compliance and security of all vessels in the marine fleet. Working in collaboration with various departments within Marine Operations and the HSEQ Department, this position ensures operation standards and safety procedures are in place and all requirements with respect to vessel and crew safety are met. This role leads all aspects of and monitors ongoing operational and occupational safety compliance to reduce potential risks and liabilities to the company. This position acts as a Deputy to the Manager of Vessel Operations in the event of a major incident, with the responsibility to ensure emergency and salvage response is coordinated in a timely manner following contingency protocols. Note: This position qualifies for an optional hybrid work schedule after 90 days of onsite work and onboarding. Employee will be subject to the terms of the Flexible Work Policy Agreement.   • Organizes and participates in vessel (tug and barge) regulatory and statutory inspections.
  • Ensures compliance with new and changing regulations including enforcing policies and procedures.
  • Assists in the development of company procedures and work instructions. Implements policy and procedures for vessels and marine crews.
  • Maintains third party membership with emergency response organizations.
  • Acts as company\xe2\x80\x99s designated person ashore (DPA).
  • Conducts Internal ISM Audits.
  • Communicates with Government Agencies and submits various reports to the authorities.
  • Prepares for vessel audits from third party agencies (OCIMF)
  • Maintains the regulatory and compliance components of the company Safety Management System and associated documentation.
  • Maintains vessel security plans.
  • Liaise with industry boards and associations. Assists with vetting for 3rd party charters.
  • Participates in incident investigations.
  • Ensure compliance with Canadian, USA and international regulatory requirements.
  • Performs additional duties as required.
  • Completion of Technical, Engineering or Nautical Sciences Program at a recognized secondary school institution.
  • Certificate of Competency as Master, Marine Engineer or Degree in Naval Architecture preferred.
  • ICS 200/300.
What you\xe2\x80\x99ll bring
  • Minimum 5 years of Senior Officers experience or similar Shore management position, or an equivalent combination of education and experience.
  • Knowledge of relevant Canadian and International marine regulations.
  • Understanding of the Canada Labour Code and Occupational Safety and Health Regulations.
  • Knowledge of the marine industry on the West Coast of North America plus an understanding of West Coast Port and Terminal operations.
  • Understanding of the operations of the Seaspan fleet.
  • Communication and people leadership skills.
  • Interpersonal skills including problem-solving and conflict resolution.
  • Ability to handle emergency response optimally and efficiently. Able to plan and advise under high pressure.
  • Intermediate digital literacy. Experience with Microsoft Suite, Planned Maintenance
