General Accountability



Reporting to the Executive Director-People, this role will oversee all aspects of the stakeholder relationship in strategizing, planning, engineering, and delivery required to effectively develop and implement new HR policies. Reviews, re-engineers, and provides value-added recommendations to maintain existing HR policies. Manages the development of a HR policy framework and proactively identifies opportunities, initiates, develops, and evaluates the HR policy agenda. Accountable for policy development, adherence, compliance, and policy updates due to legislative changes. Ensures HR policies are in line with TTC objectives and the strategic directions in the Corporate Plan.

Key Job Functions


  • Establishes a new policy framework for HR Department, ensuring its ongoing effectiveness and identifying and implementing any required changes.
  • Recommends, develops and implements purposeful policy and procedure solutions to provide clarity and guidance where no manuals or past practices exist.
  • Defines key parameters to be adhered to by TTC staff throughout implementation of the new policies.
  • Acts as key HR resource to educate/train TTC departments and provide expert guidance on new HR policies and standards.
  • Responds to emerging regulatory, legislative changes and assesses whether new or revised policies and practices are required.
  • Establishes the appropriate implementation plans by developing a project charter and project work plan for a new or revised HR policy and/or standard implementation.
  • Directs the stakeholder awareness by preparing and delivering presentations to key senior management in order to highlight operational impacts of the new policy/standard.
  • Facilitates communication and ongoing engagement of all stakeholders in the development and re-engineering of the HR policies.
  • Establishes and documents related policies and procedures to ensure proper controls over new processes are maintained.
  • Implements the legislative changes required by amendments to the TTC governing Human Resources policies.
  • Provides staff with direction and guidance, processes and tools to implement policies and sustain the same.
  • Oversees the identification and development of appropriate policies, and procedures as a result of restructuring, or other major transformations at the TTC.
  • Provides strategic and integrated leadership to the departmental senior management in the development of the overall policies and direction.
  • Provides HR policy, standard, procedure and controls expertise and services to the TTC, senior management and staff.
  • Designs, develops and implements strategic policies and programs that make major changes in overall business performance based on long-term needs.
  • Promotes a respectful work and service environment that supports diversity, inclusion, and is free from harassment and discrimination. Provides leadership in the development and implementation of inclusive and accessible policies, programs and/or services for employees and customers in accordance with TTC\xe2\x80\x99s commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC\xe2\x80\x99s policies.
  • Candidate will be required to participate in the TTC Customer Service Ambassador Program.

Education and Experience


  • Completion of a post-secondary college diploma or university degree in a related field or a combination of education, training and experience deemed to be equivalent.
  • A few years of related work experience normally obtained at a large organization or at a public sector entity that uses HR policies and standards similar to a municipal government.


Additional Requirements


  • Significant knowledge of policy development, research, government legislation/regulations, and issues/initiatives related to human resources.
  • Experience in a related field, preferably with experience in policy analysis.
  • Experience managing a project that required effective communication and presentation skills (to both senior management and operational staff) and the ability to coordinate efforts of many to be successful.
  • Advanced knowledge of current human resources issues and thorough knowledge of HR processes, procedures and controls for a large organization.
  • Sound strategic, lateral thinking, planning, analytical, and problem solving skills with the capacity to effectively plan, develop, implement and evaluate human resources policies and/or standards.
  • Ability to develop effective relationships both internally and externally, with staff at all levels, especially with senior leaders, and external organizations.
  • Excellent judgment; facilitation, research, negotiation and change management skills; proven planning, organizational and administrative skills; and well developed problem solving and interpersonal skills;
  • Demonstrated ability to establish priorities and co-ordinate the activities of others through effective delegation and management is essential;
  • Thorough familiarity and knowledge of current legislation such as Ontario Human Rights Codes, Employment Standards Act, Pay Equity Act, Labour Relations Act, and other human resources regulations.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
